Job Summary
The Monitoring, Evaluation, and Learning (MEL) Manager is a key member of SHiFT’s management team, responsible for overseeing the implementation of monitoring and evaluation systems, ensuring quality data collection, analysis, and reporting. The MEL Manager will work closely with project teams to track performance, measure impact, and support data-driven decision-making to enhance project effectiveness. This role requires coordination with program staff, stakeholders, and donors to ensure that SHiFT’s interventions are effectively monitored and evaluated to meet organizational objectives.
Main Tasks and Responsibilities
- Implement and manage MEL systems, tools, and procedures to track project progress and impact.
- Support the development and refinement of project performance indicators, setting baselines and targets for output and outcome monitoring.
- Collect, analyze, and synthesize data to generate insights and inform project improvements.
- Lead the preparation of MEL reports for internal use, as well as for donors, and stakeholders.
- Facilitate the integration of lessons learned and best practices into ongoing and future projects.
- Collaborate with program teams to ensure MEL processes are embedded in project design and implementation.
- Conduct regular field visits to assess the effectiveness of project interventions and ensure data quality.
- Train and build the capacity of project staff and partners on MEL methodologies and best practices.
- Support the development of data visualization tools and dashboards to enhance reporting and communication of results.
- Ensure compliance with donor MEL requirements and contribute to proposal development by providing relevant MEL inputs.
- Other duties as assigned by the Programs Director.
Qualifications and Experience
- Bachelor’s degree or equivalent in a relevant field such as social sciences, development studies, statistics, or a related discipline.
- Minimum of five years of relevant experience in monitoring, evaluation, and learning within development or NGO projects.
- Experience in designing and implementing MEL frameworks, data collection tools, and reporting mechanisms.
- Knowledge of qualitative and quantitative research methods and data analysis techniques.
- Strong ability to synthesize information and generate actionable insights.
- Excellent interpersonal and communication skills in both English and Arabic.
- Familiarity with donor-funded projects and reporting requirements is an asset.
- Proficiency in data analysis software (Excel, SPSS, Power BI, or similar) is desirable.
The MEL Manager will be based at SHIFT’s office in Tripoli, Lebanon, with regular travel to project sites as required.

Conditions
- Full-Time working hours: 5 days per week, 8 hours per day, from 9:00 am till 5:00 pm.
