Medical Specialist

Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics, and ethnic matters. Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises. PU-AMI in Lebanon has been implementing emergency and recovery projects in Health, Water, Sanitation, Hygiene, Shelter Rehabilitation and in Livelihood Recovery sectors.

Job Description:

1- GENERAL OBJECTIVE

Under the direct supervision of the health program manager, the Medical Specialist provides advice and support to clinical personnel at contracted Hospitals and/or Primary Health Care Centers (PHCCs), in a non-managerial capacity.

The main goal is to ensure beneficiaries have access to quality health care, while respecting PU-AMI’s overall principles.

The Medical Specialist works at coordination level on assessments and protocols, but spends the majority of his/her time on the field working with Hospitals and/or PHCCs and linking with the base Quality Assurance Advisor and Pharmacist.

2- RESPONSIBILITIES AND TASKS

SPECIFIC OBJECTIVE AND LINKED ACTIVITIES

  1. ENSURE THE QUALITY OF CARE

 

Ensure compliance with protocols including accurate coding of diagnosis and that cases are managed according the Lebanese Ministry of Public Health (MoPH), as well as PU-AMI’s standards, guidelines;

Conduct medical records assessments for beneficiaries benefiting from BCA program in supported hospitals;

Monitor the overall medical experience in supported hospitals for beneficiaries benefiting from BCA program;

Monitor the quality of care provided at the Hospitals according to outlined quality standards from MoPH;

Take the lead in induction done for physicians in the supported hospitals on guidelines, protocols, and forms;

Ensure physicians are prescribing drugs, laboratory and imaging tests rationally in coherence with recommendations of the MoPH, WHO and PU-AMI’s guidelines;

Ensure that protection principles are mainstreamed into healthcare, including identification of vulnerabilities and follow-up;

Ensure links are made between health status/coverage indicators and social/other vulnerabilities (e.g. vaccination status, nutritional status, mental health indicators, chronic infectious disease, non-compliance with treatment plans, etc.); 

Monitor and provide support for implementation improvement plans through regular visit at the supported hospitals and ensure the quality of services provided;

Analyze with support from Senior Medical Specialist epidemiological trends witnessed in supported hospitals on SRH services;

Ensure that confidentiality is respected at all levels;

Monitor and provide support for implementation plans through regular visit at the supported hospitals;

Oversee, with the support of the senior medical specialist, the design and implementation of needs assessments, capacity development plan, follow-up and supportive supervision, including developing supportive supervision guidelines.

  1. REFERRAL TO AND FROM THE PHCC AND HOSPITALS

Monitor that Pregnant and Lactating Women (PLW) with are being referred to appropriate level of care, from supported PHCC to supported hospital, and vice versa;

Supervise and ensure the effectiveness of referrals between supported health facilities (PHCCs and Hospitals) and other health service providers with proper documentation;

Promote linkages between PU-AMI’s Health Team and other departments in order to provide services which are not covered for the most vulnerable cases in need of emergency assistance. 

  1. REPORTING & FOLLOW-UP

Report on the completeness of medical records, appropriateness of prescriptions and complementary analysis on weekly, monthly, quarterly, semester and ad-hoc basis;

Report the quality of healthcare services provided through MoPH Health Information System by every supported Hospital on weekly, monthly, quarterly and ad-hoc basis;

Report immediately any problem, mismanagement of cases or other relevant information to the health program manager and Senior Medical Specialist;

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

3- PRIORITIES OF THE DEPARTMENTProvide accurate feedback and effective actions for change regarding the utilization of Birth Cash Assistance (BCA) program according to the outlined PU-AMI guidelines, policies and procedures;  Provide immediate feedback on patient referrals from PHCC to Hospital and vice versa;Based on regular assessments (i.e. HIS, medical records) and periodic need assessments (physicians), and with the support of the senior medical specialist, conduct round table discussion topics to reinforce quality of services to addressing objectives of the SRH interventions at the hospital level. 

4- Job Requirements:

MANDATORY REQUIREMENTS

Language Skills: Fluent in English and Arabic; Education Degree: Medical Degree;Work experience: 3 to 5 Proven clinical experience in national health facilities and previous experience working with NGOs as clinical health staff;Computer Skills: Excellent knowledge of the MS office, Phenics Health Information System;Others: Willing to travel around the country to provide technical support to our supported health facilities, and excellent communication and diplomacy skills, Familiar with Primary Health Care Network and Secondary Healthcare in Lebanon. Interests: Work in relief, interest in humanitarian, social and health issues    Transversal skills:Strong motivation to help people in need  Conflict resolution and diplomacy experience  ReliabilityAbility to take initiative to deal with difficulties encountered in daily work  Capacity to work in a multidisciplinary and multicultural team  Ability to adapt or change priorities according to the changing situation within a mission or the organization Capacity to pinpoint epidemiological trends. PUI-AMI Employment Conditions and Benefits:

Status: A Fixed-Term Contract 

40-hour work week from Monday to Friday.

Monthly Gross Income:  2685 USD based on PU-AMIs internal salary scale. PU-AMI deducts income tax and automatically registers employees to NSSF

Seniority Allowance of +2% monthly increase of your basic salary after 1st year of employment. Seniority allowance is gradual and grows of +2% every year.
