Context
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH provides services in the fields of international cooperation for sustainable development and international education, working around the world to shape a future worth living. GIZ has experience in a wide variety of areas, including economic development and employment, energy and environment, water, health, education, peace and security. The German Government, European Union institutions, the private sector and governments of other partner countries benefit from GIZ’s services and expertise. Since opening its office in Beirut, GIZ has been supporting the German-Lebanese development cooperation. With the overall aim of sustaining the country’s stability, promoting its economic growth and improving the living conditions of the population in Lebanon, GIZ works in the areas of education, water, sustainable economic development, and social participation and conflict transformation. GIZ coordinates closely with the Lebanese Government to implement its projects in alignment with national policies. In Lebanon, our main commission party is BMZ with substantial co-funding from the European Union.
Tasks to be performed by the contractor
The selected consultant will be responsible for providing Vehicle Rental Services in all Lebanon areas. Further information can be found in the terms of reference upon request.

- Personnel Concept as per section 4 in the TOR (CVs)
- Technical-methodological concept as per section 3 (sub-sections 3.1.1, 3.1.2, and 3.1.3) in the TOR

The Envelope should include the Financial Offer with the below documents printed as hard copy or saved on a DVD:
- Bank account details of the consulting firm inside Lebanon (fresh account if any)
- Financial Offer (please use Annex1 pricing both sheets “Mandatory Service” and “Optional Service” and quote your fee in USD incl. VAT)
- Kindly note that 8.5% will be deducted from the overall service fees for consultants that are not registered in the ministry of finance. Kindly include your MoF registration number in your financial offer if available.

The period for submission of Tender shall expire with the date and time mentioned on Daleel Madani. Tenders may be withdrawn by letter, telex, telegraph, or fax, prior to the submission time and date.
Evaluation Criteria
The Technical Offer has a weighting of 70%, while the Financial Offer has a weighting of 30%.
Minimum passing score for the technical assessment: 500 points. Bidders scoring below this threshold will be disqualified and will not proceed to the financial assessment stage.
General Conditions
- The Offers must be submitted in English Language.
- The Offers must be signed, dated and stamped (Fill out Annex 1-Financial Offer Template)
- Financial Offers must remain valid for at least four months from the submission date.
- The Financial offer must be in USD only, including taxes.
- Applicants will not be reimbursed for their submitted Offers.
- The Contract currency is USD. The employer is not responsible for any currency fluctuation.
- Payment will be made via bank transfer to the contractor’s local bank account (fresh money).
- GIZ might request clarification sessions from bidders.
Additional conditions
- If you did not receive any notification in writing within four weeks after the submission deadline, it means your offer has not been accepted. You will not receive a separate rejection notice.
- Non-compliance with any requirements may result in the disqualification of your bid.
- If the contractor is not registered with the Ministry of Finance and does not hold an income tax number, GIZ reserves the right to deduct 8.5% from the invoiced amount.
- Only applications providing all required documents as per the Terms of Reference will be considered.
