Logistics Supervisor

Introduction about MSF:

Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organization that delivers emergency aid to people in 70 countries who are affected by armed conflict, epidemics, natural disasters, and exclusion from healthcare. MSF offers assistance to people based on need, irrespective of race, religion, gender or political affiliation and our actions are guided by medical ethics and the principles of neutrality and impartiality.

We offer basic healthcare, perform surgery, fight epidemics, rehabilitate and run hospitals and clinics, carry out vaccination campaigns, operate nutrition centers, and provide mental healthcare. Our activities include the treatment of injuries and disease, maternal care and the provision of humanitarian aid. Where necessary, we set up sanitation systems, supply safe drinking water, and distribute relief to assist survival.

Accountabilities:

• Monitoring maintenance activities of MSF infrastructures, management of non-medical stocks and equipment according to MSF standards.

• Ensuring and monitoring the implementation of logistics/technical activities in the project including the following:

• Installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions

• Planning together with the line manager the required checks and maintenance activities of energy systems/set-up according to MSF standards

• Coordinating watchmen team under his/her responsibility which includes daily supervision, monitoring of the quality of work and task definition, drawing up their working schedules; organizing and leading team meetings; participating in the recruitment of team personnel and attending logistics meetings and accounting for his activities

• Managing and following up orders which includes collecting logistics orders coming from different departments or health facilities; drawing up and following up orders according to the procedures in force; providing technical support to the storekeeper, makes local purchases according to MSF supply procedures and ensures reception conditions of freight or arriving material as well as the organization and setting up of materials before its shipment

MSF Context Specific Accountabilities:

Logistics

• Ensuring the check and follow-up of MSF facilities (Saida Base & GH, Tyr office & GH, Saida Warehouse) through regular visits of the facilities and reporting any anomalies or problems after evaluating of the rehabilitation needs.

• Making sure that inventory for all logistic equipment is managed efficiently, and both preventive and corrective maintenance tasks are completed promptly

• Ensuring proper evaluation of watchmen and drivers team under their supervision.

• Managing fleet, monitoring the movement of the cars and coordinating the driver’s activities .

Supply

• Planning and supervising the day to day procurement activities ensuring an efficient implementation of the procedures in the project and compliance to MSF standards and protocols, including but not limited to the following:

o Regularly assessing the market for new suppliers to supply the recurrent needs of the project and seeking products/services that offer the best value for money within the shortest timeframes. Negotiating prices and proposing new suppliers to be validated. Developing and maintaining relations with different suppliers in order to ensure a stable supply of goods or services.

o Submitting and collecting quotations following the MSF purchasing policy and providing updates on "item-supplier" data: price, availability, quality, lead time.

• In collaboration with the Logistics Manager, WH Supervisor & HRdetermining the purchase planning according to the incoming requests / orders, product availability (shortages/surpluses), delivery times, budgets and other relevant factors.

• Processing required documents for Finance Department.

Experience:

Essential at least one-year experience in supply and / or logistics
Desirable experience with MSF or other humanitarian organizations. Essential one year of supervisory experience

Essential computer literacy (excellent Word, Excel, and Outlook). ERP system and/or Unifield knowledge is an advantage.
