GENERAL BACKGROUND
The ILO is implementing the We CARE project which aims to address the growing need for care in Lebanon and the increasing vulnerabilities faced by care workers in healthcare, education, and domestic work sectors. Since 2019, Lebanon has experienced significant socio-economic changes that have adversely affected working conditions of care workers who are often women, limiting progress towards Sustainable Development Goals (SDGs) 5, 8, and 10.
The current phase of the project is focused on enhancing the capacity of care workers to protect their rights as workers and the project is working closely with workers’ organizations. Improving the working conditions and promoting decent work for care workers requires improving the understanding of workers’ rights among the care workers themselves, as provided in relevant international labour standards, international guidelines, national laws and policies, and considering the local contexts as a first step. This will be the basis for the workers to identify priority areas of concerns and develop a strategy to work to protect their rights. At the same time, it is important to raise awareness among the general public on the need to ensure decent work for all care workers and the trade unions plan to carry out a public awareness campaign on decent work for care workers in Lebanon.
The WE CARE RBSA project is seeking to support the establishment of a complaint and referral mechanisms for Two trade unions (CGTL / FENASOL) and for the Ministry of Labour.
Objective
The initial objective is to support these entities in identifying the existing gaps and needs in their systems and assess the type of work to identify best solutions and propose recommendations for the establishment of a compliant and referral mechanism.
Scope of Work
The selected company is expected to perform the following tasks:
Deliverable 1: Conduct a comparative study of complaint mechanisms implemented and managed by trade unions and relevant government institutions (MoL) in other countries, detailing how they are designed, established and operated, highlighting lessons learned and offering recommendations for Lebanon's trade unions based on the experiences with referral mechanisms from other countries.
Deliverable 2: Assess the current systems established at each entity and identify the needs of CGTL, FENASOL, and MoL.
Deliverable 3: Organize workshops to relevant members in each entity to help with identifying the workflow, the gaps and needs for the development of appropriate referral and compliant mechanisms relevant to each leading to tailored recommendations for each entity.
Deliverable 4: Prepare three different tailored guides with recommendations for MoL, CGTL, and FENASOL to support the future development of complaint and referral mechanisms, ensuring alignment with international data protection and storage standards.
The work needs to fully mainstream gender and consider specific challenges faced by workers, especially care workers who face various challenges in seeking help (e.g. language barrier, limited familiarity with digital platforms, etc).
Payment Schedule:
The payment will take place on two instalments:
First Instalment: 50% upon submission and completion of deliverables 1 and 2 Second instalment: 50% upon submission and completion of deliverable 3 and 4 SUBMISSION OF PROPOSAL COMPANY
Experience and Capabilities- Provide your company’s legal documents i.e. copied business license.
- Describe your company and why it is qualified to handle system development. Include prior experience, list of significant relevant projects accomplished in the past three years, including clients’ names, a brief description, names, addresses, email and telephone numbers of clients.
Provide resumes describing the backgrounds and work experiences for each of the key staff who will work on this project.
Proposed concepts and work planSubmit a technical offer explaining the approach the company will be adopting which will include the different stage of the project.
Qualification requirement:
Interested companies must have:
- At least 5 years experience of working in Lebanon with public institutions or non-profit on similar portfolios
- Understanding of MoL/ CGTL/FENASOL's specific needs and challenges.
- Customization capabilities to align with the listed institution's requirements.
- Proposed timeline and project management approach.
- Cost-effectiveness and transparency in budgeting.
NOTE: All costs directly or indirectly related to preparation of a response to this request of quotation, or in any written/ oral presentation required to supplement and/or clarify the RFQ, or during the negotiations between the selected agencies and ILO for the development of the contract, shall be the sole responsibility of, and shall be borne by, responding companies.
