CONTEXT
Founded in 1994, La Chaîne de l’Espoir (CDE) is an international NGO headquartered in Paris, France. Its mission is to strengthen healthcare systems and provide everyone, especially children, equal chances and opportunities for survival and development.
CDE is currently active in twenty-seven (27) countries with a global approach, mainly focusing on children, mothers, and disadvantaged communities. Find our activities briefly elaborated as follows:
• Prevention and screening from an early age, particularly through school health programs.
• Care and surgery to meet the most urgent needs of children and their mothers.
• Training and transfer of skills to local teams (capacity building) thanks to our international network of experts in all areas of surgery.
• Construction and equipment of hospital facilities adapted to local needs.
GENERAL DESCRIPTION
Under the management of the Senior Medical Officer, the Medical Officer is accountable for ensuring high-quality medical support within project implementation, including patient follow-up, technical assessments, and compliance with medical protocols. They contribute to developing and revising medical tools, oversee field activities to ensure adherence to CDE standards, and coordinate with healthcare partners to optimize patient care. Additionally, they support medical reporting, capacity-building initiatives, and networking efforts to enhance service quality and cost efficiency.
MAIN RESPONSIBILITIES
Medical/health technical support
- Supports in the revision and creation of the medical tools necessary to ensure quality project implementation (detailed implementation plan, standard operating procedures, etc.).
- Contributes technically to needs assessments in close collaboration with the relevant CDE departments.
Project cycle management
- Participates in the activities’ implementation (early detection, awareness campaigns, capacity building…).
- Performs regular field visits to NICU and PICU every 48hrs and, when necessary, in all hospitals across Lebanon to ensure that quality of care delivered is up to CDE standards.
- Communicates all medical findings during the visits to the Senior Medical Officer (SMO), and is responsible for filling in the NICU/PICU checklist.
- Responsible for preparing and updating awareness medical contents and materials.
- Contributes to the preparation of capacity building and medical training.
- Follows-up medically with the patients, ensuring that they receive adequate/necessary/high-quality and cost-efficient care, ensuring that all operated patients receive adapted post-operative care as agreed with the doctors, and contributes to an effective medical activities follow-up, in line with the projects’ objectives.
- Checks on the medical related documents in the patients’ files and ensures that all documents are available, medically validated, and archived.
- Regularly documents and communicates challenges, lessons learnt, and best practices.
- Pro-actively proposes to the SMO any adjustment of the project whenever needed (change of circumstances, delay in the implementation, adaptation of tools, etc.).
- Close and daily collaboration with the Program Officer.
- Contributes to the technical assessment of the hospitals to be selected and support SMO in following with the partners on the implementation of proper IPC guidelines and measures in our contracted hospitals.
- Conducts regular meetings with the program and social departments to follow up on pending patients (removal of material, remaining medical needs/treatments…) and supports in updating the patients’ information (diagnosis, treatment) on the tracker.
- Supports the SMO in following on complications, failures, morbidity, and mortality and contributes to organizing morbidity and mortality review meetings with relevant doctors/ hospitals’ members and developing a final report with action plans after these meetings.
- Replaces the SMO during his/her absence.
Reporting
- Submits monthly medical data analysis to the SMO.
- Supports the Medical department in internal medical reports/analysis.
- Supports the Medical department in donors’ medical reporting.
Partnership and networking
- Ensures field coordination with local partners, as per the partnership agreements in place.
- Coordinates closely with local partners in implementing early detection campaigns, awareness sessions, training and mentoring.
- Supports the Medical department in external representation of interest with the humanitarian community, relevant syndicates, suppliers, partners, authorities, donors, etc. - in close collaboration with the relevant CDE departments.
- Supports the Medical department in developing and maintaining CDE’s networks pertaining to inter/national medical devices suppliers, surgeons, pediatricians, head of hospitals, etc., in close collaboration with the relevant CDE departments, to guarantee high-quality and cost-efficient products necessary to CDE's patients.
Others
- Supports the Medical department in the preparation and conduction of evaluations as regards the medical/health aspects.
- Any other tasks as requested by the Senior Medical Officer SMO

PROFILE
Professional training
- Nursing degree or any other degree in health-related fields (paramedical degree or healthcare management) [required].
- Training in Pediatrics or surgeries is a plus.
- A master’s degree is a plus.
Working experience
- At least 2 years of experience with similar responsibilities [required].
- At least 3 years of experience within the humanitarian sector [required].
- At least 2 years of experience in secondary and tertiary healthcare [required].
- Good knowledge of Lebanon healthcare system [required].
- Experience in reporting and data analysis [required].
- Experience in research is a plus.
- Experience in pediatrics and/or in surgeries is a plus.
Specific skills
- Strong command of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) [required]
- Previous experience in medical data analysis [required]
- Strong organizational skills and capacity to prioritize and manage multiple tasks at the time [required]
- Reporting skills [required]
- Excellent writing and communication skills [required]
- Capacity to travel in CDE’s projects’ implementation areas of Lebanon [required]
Languages
