Finance Officer

1. Background

GASCF delivers integrated care and support services that address the multifaceted needs of children affected by conflict, ensuring their physical, emotional, social, and educational well-being.

Objectives
1. Comprehensive Care Delivery: Provide free medical, psychological, social, and educational support services tailored to the individual needs of children affected by conflicts and War in Lebanon and Palestine.
2. Capacity Building: Train and equip caregivers, volunteers, and local healthcare providers with the necessary skills and resources to support the ongoing care, rehabilitation, and education of affected children.
3. Community Engagement: Foster community awareness and involvement in supporting the healing, education, and integration of children affected by war, promoting resilience and social cohesion.
4. Monitoring and Evaluation: Implement a robust monitoring and evaluation framework to assess the impact of care and services, continuously improving program effectiveness.
5. Advocacy and Awareness: Advocate for the rights and needs of children affected by conflict at local, national, and international levels to influence policy and resource allocation.

 

2. Role Overview

The Finance Officer will be responsible for managing the financial operations of GASCF, ensuring transparency, compliance, and efficiency in financial processes. The role includes budgeting, financial reporting, grant management and admin support.

 

3. Key Responsibilities

The Finance Officer will undertake the following tasks:

    1. Financial Management, Compliance & Reporting (40% of your time)
  • Facilitates timely, accurate month-end closing, cash requests and cash reconciliations;
  • Keeps up to date on Project priorities and makes occasional field trips to monitor finance related issues and procedures;
  • Maintains control over the project filing systems to ensure complete and organized accounting files, especially with regard to original procurement documents;
  • Verifies accuracy and compliance of expenses and expense reporting;
  • Regularly prepares and presents financial reports, analysis, and recommendations concerning relevant financial issues;
  • Monitors petty cash accounts, including the spot-checking of balances and payments;
  • Supervises the collection and recoverability of contractual, project partner activity advances, staff activity and travel advances and other receivables.
  • Support in preparing tax fillings, VAT returns and statutory financial reports. 

 

    1. Accounting & Payments (30% of your time)
  • Maintain accurate financial records and ensure all transactions are recorded correctly;
  • Prepare journal entries and reconcile general ledger accounts;
  • Ensure compliance with accounting standards and organizational policies;
  • Provides assistance with internal or external audit requirements;
  • Ensures the smooth implementation of project accounting activities, including (but not limited to): timely and accurate bank reconciliations, invoicing, monitoring of expenditure levels against budget and funding obligations, financial projections and submission of monthly financial reports;
  • Monitors petty cash accounts including the spot-checking of balances and payments.

 

    1. Grant Management (10% of your time)
  • Monitor budget expenditures and highlight variances;
  • Support project staff in other grant management issues as they arise.

 

    1. Budgeting & Forecasting (10% of your time)
  • Assists in preparing project budgets as assigned by the supervisor;
  • Support in forecasting exercises and projections.  

 

    1. Admin Support & Capacity Building (5% of your time)
  • Provide procurement and admin support when required;
  • Facilitates the capacity building of staff to ensure they have the appropriate knowledge and skill levels for their positions and are developing to their full capacity in relation to their finance tasks; provides the necessary feedback and coaching to them.

 

    1. Other Duties & Tasks
  • Performs other duties as assigned.

 

Qualifications & Experience

  • Bachelor's degree in Accounting, Finance, Business Administration, or a related field.
  • Minimum 3 years of experience in finance or any other relefant field. 
  • Knowledge of financial reporting, donor, and grant management.
  • Expereiance in accounting and Microsoft Excel.
  • Strong organizational, and communication skills.
  • Fluency in English and Arabic.
