About the Civil Society Enablement unit:

The CSEU at Basmeh & Zeitooneh started in 2018 to develop the capacities of local community-based organizations, civil society organizations, and initiatives to enhance their skills and provide them with the necessary support that addresses community issues and focuses on enhancing awareness and empowering individuals and groups in civil society.

Scope of work:

Civil Society Organizations (CSOs) play a key role in promoting democratic, social justice, and human rights. Many CSOs have foundational knowledge of advocacy. However, there is a growing need to strengthen their capacity to engage in more advanced, strategic, and results-driven advocacy efforts. Recognizing this need, the Civil Society Enablement Unit seeks to engage a qualified trainer to deliver an Advanced Advocacy Training that builds upon existing knowledge and equips CSOs with the skills and tools necessary to influence policy, mobilize stakeholders, and lead impactful advocacy campaigns.

To design and deliver a comprehensive and interactive training program that enhances the capacity of CSOs to plan, implement, and evaluate advanced advocacy campaigns tailored to their local context.

Advanced Advocacy Content Area:

  • Analyze political and policy environments to identify advocacy opportunities and risks (Focusing on Human Rights Challenges).
  • Design and implement strategic advocacy campaigns with clear goals, messaging, and tactics.
  • Engage effectively  with policy makers, media, and other key stakeholders to drive changeLeverage data, evidence, and storytelling techniques to influence public opinion and decision-makers.
  • Build coalitions and manage networks to amplify advocacy efforts.
  • Monitor, evaluate, and adapt advocacy strategies for ongoing relevance and effectiveness.
  • Facilitate real case advocacy simulations and peer learning exercises
  • Social media campaigning (platforms, targeting, digital tools)

Responsibilities/ Objectives:

  • Conduct a preparatory coordination meeting with the Civil Society Enablement Unit team and the assigned advocacy specialist to:
  • Understand the project’s background, objectives, and advocacy priorities.
  • Align expectations and contextualize the training content.
  • Present the initial draft of the training material for feedback and incorporate comments before final delivery.
  • Develop a tailored training curriculum and agenda aligned with the assessed capacity and needs of participating CSOs.
  • Design training materials, including presentations, handouts, toolkits, and exercises based on real-life case studies and practical examples.
  • Deliver the training program over 3–4 days, using interactive and participatory methods.
  • Conduct pre- and post-training tests to measure knowledge and skills gained.
  • Provide a comprehensive training report including training evaluation results, key findings, and recommendations.
  • Submit a practical training manual/toolkit that participants can use for future reference or cascade training within their organizations.
  • Ensure full documentation, including attendance sheets, ID/passport copy, and financial invoice submission.
  • Prepare a general quiz on each topic about 10 questions each to be delivered for the participant.
  • Ensure all topics to be covered in Arabic including training materials.

Required Qualities/ (Profile needed)

  • Proven experience in advocacy, policy influence, civic engagement and capacity building.
  • Experience in using digital and social media tools for advocacy.
  • Demonstrated ability to conduct advanced-level training in advocacy strategy and stakeholder engagement.

Required Skills:

  • Ability to conduct and facilitate online training.
  • Strong knowledge and understanding of the context.
  • Excellent interpersonal, coaching, communication and analytical verbal and writing skills in Arabic.
  • Fluency in Arabic required for the training.
  • Ability to achieve the training outcomes within the specified schedule.
