Consultant for Training, Facilitation, and Moderation on Gender Equality, Advocacy, Public Speaking, and Stakeholder Engagement Activities

2. Specific Objective/Outcome

Enhanced the role of CSOs and grassroots initiatives operating in various regions of Lebanon in advocating for anti-corruption and good governance actions in alignment with the National Anti-Corruption Strategy.

3. Project Outputs

  • Implementation of capacity-building workshops to enhance participants' skills in advocacy and related topics.
  • Formation of an advocacy campaign through a 2-day campaigning workshop, and launch it in a roundtable event.
  • Creation and dissemination of advocacy toolkits and online campaign materials.

4. Target Audience

Women representatives from NGOs, CSOs, Local Government Authorities, Women Lawyers, Active Community Members, National Government Agencies, and Women Journalists. Two groups (15 participants per group).

5. Breakdown of Each Assignment

Gender Equality Training:

Objectives:

  • Equip participants with knowledge and tools to advocate for gender equality and influence decision-making.
  • Introduce key gender concepts, discrimination, and social norms affecting women’s leadership.
  • Provide an overview of gender-related frameworks (e.g., CEDAW, SDGs, national policies).
  • Explore gender mainstreaming in governance and CSOs.
  • Identify barriers and strategies to promote inclusive policies.
  • Encourage participants to reflect and integrate gender principles in their advocacy work.

Location & Duration: Akkar and Tripoli (1 day each)

Expected Outputs:

  • Pre- and post-training assessments.
  • Training report including key learnings, challenges, and participant feedback.

Persuasive Public Speaking for Advocates:

Objectives:

  • Strengthen participants' ability to apply public speaking techniques in advocacy contexts.
  • Equip participants to navigate public discourse in governance settings.
  • Build confidence for speaking in municipal councils, roundtables, and donor forums.

Location & Duration: Akkar and Tripoli (1 day each)

Expected Outputs:

  • Pre- and post-training assessments.
  • Training report with outcomes, participant progress, and recommendations.

Campaigning and Advocacy Workshop:

Objectives:

  • Identify mission and goals of the advocacy campaign.
  • Build coalitions and a shared vision.
  • Formulate strategies for campaign implementation and measurement.
  • Ensure democratic participation and ownership among beneficiaries.

Location & Duration: 2 days, location TBD

Expected Outputs:

  • Completed advocacy campaign plan.
  • Materials for online dissemination and stakeholder engagement.

Roundtable Event:

Purpose: Present and launch the advocacy campaign, facilitate dialogue, and gather stakeholder support.

Key Responsibilities:

  • Moderate the event, introduce speakers, and manage the agenda.
  • Present the advocacy campaign developed during the workshop.
  • Facilitate Q&A and discussion with CSOs, government stakeholders, and beneficiaries.
  • Submit a final report with key discussion points and stakeholder feedback.

Location & Duration: Tripoli, 1 day

Expected Outputs:

  • Event report summarizing discussions, stakeholder feedback, and campaign visibility outcomes.

Validation Meetings:

Objectives:

  • Validate proposed advocacy recommendations with target stakeholders.
  • Ensure alignment with the National Anti-Corruption Strategy.
  • Promote stakeholder ownership and integration into broader frameworks.

Location & Duration: 4 days, Akkar and Tripoli

Key Responsibilities:

  • Facilitate four validation meetings to gather feedback on toolkits, messages, and action plans.
  • Ensure participation from diverse stakeholders.
  • Document recommendations and adaptations.
  • Submit a summary report of each meeting with key insights and proposed changes.

Expected Outputs:

  • Validation reports including stakeholder feedback and recommendations.
  • Finalized campaign and toolkits incorporating validated input.

Each training activity will engage 15 participants per region (Akkar and Tripoli).

  • Validation Meetings: Based on availability of stakeholders
  • Duration: Up to 11 working days over a flexible period (exact dates TBD)

Qualifications of the Consultant:

  • Proven experience in gender equality, governance, advocacy, and civic engagement training
  • Strong background in women’s leadership, governance, and public policy engagement, with experience consulting for municipalities, NGOs, and international development agencies
  • Experience moderating multi-stakeholder events and consultations
  • Strong reporting and documentation skills (in Arabic and English)
  • Excellent interpersonal, facilitation, and communication abilities
