BACKGROUND
ACTED is an International Non-Governmental Organization registered in France with operations in 40 countries on climate action, humanitarian aid and development. Acted has been active in Lebanon since 2006 operating across the governorates of Lebanon. This new 6-month project, part of a broader regional programme funded by the United Nations and EU partners, focuses on the intersections of climate change, health, and human mobility. It aims to strengthen national and local-level resilience strategies by integrating migrant-inclusive and gender-sensitive approaches, conducting assessments, building local capacity, and raising awareness in both host and migrant communities. Utilizing a participatory approach grounded in the local context and by placing local actors at the centre, Acted will work to enhance the resilience and climate adaptation of PHS in municipalities of Akkar. A Local Resilience Action Plan will be developed to outline the climate adaptation strategies for the PHS in the municipality(s) while mainstreaming the needs of gendered populations and climate-migrants as they are the most vulnerable to the impacts of climate change. In close coordination with UNDRR, Acted will implement the UNDRR disaster resilience scorecard and PHS addendum to assess the municipality(s)
existing capacities in this regard. Multi-stakeholder consultations will follow to determine actionable steps to enhance resilience and integrate climate change adaptation measures, which will feed into the proposed plan. Municipality actors will be presented with the plan and Acted will support the municipality to advocate for its implementation among other INGOs, civil society actors, the Government of Lebanon, etc.
OBJECTIVE
To implement project activities in a timely and professional manner, according to objectives, goals and indicators and in line with donor requirements and based on beneficiary needs. The SPO will work closely with the project consultant and act as the focal point for the project within Acted. Responsibilities will include coordinating assessments, organizing training and awareness sessions, liaising with stakeholders, and ensuring timely delivery and quality of outputs in line with the project’s objectives. The SPO will also play a key role in reporting, documentation, and supporting communication with partners, including relevant ministries, local authorities, community actors, and other stakeholders.
KEY RESPONSIBILITIES
1. COOrdination and Implementation
- Lead and coordinate daily field activities in line with the work plan;
- Support the execution of Output 1 assessments (disaster risk & health vulnerability assessments);
- Coordinate technical workshops, training sessions, and awareness campaigns;
- Ensure timely and high-quality implementation of all project deliverables per approved budget, using effective M&E systems to reach desired impacts;;
- Collaborate closely with the project consultant to ensure alignment between activities and strategic objectives.
- Assist the Country Projects Coordinator to trouble-shoot any unforeseen challenges during project implementation;
- Provide regular and timely updates on progress and challenges to line manager and other team members. -
Ensure a positive working environment and good team dynamics among staff
- Send accurate and precise order forms in a timely manner;
- Ensure a proper management and use of the project assets and stocks;
- Plan movements based on available fleet and applicable policies
- Ensure efficient use of resources;
- Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of activities;
- Document lessons learned and best practices and share them with line manager so they can be reflected in project planning and decision making
2. STAKEHOLDER ENGAGEMENT & COMMUNICATION
- Serve as the focal point for external stakeholders;
- Liaise with local authorities, public health entities, and community-based organizations to actively consult and involve them in all stages of project design and implementation;
- Support the organization of government sensitization workshops and stakeholder meetings; - Represent Acted in relevant technical or coordination meetings related to the project.
- Cultivate good relations with key humanitarian actors
– local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings;
- Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others
3. REPORTING & DOCUMENTATION
- Track project indicators and maintain up-to-date records and documentation;
- Prepare inputs for donor reports, internal updates, and success stories;
- Ensure proper archiving of all project-related documents;
- Assist with MEAL activities, including beneficiary feedback and data collection.
- Participate in communication activities through the regular collection of pictures and stories related to project activities;
- Ensure adherence to donor procedures
4. ACCOUNTABILITY AND INCLUSION
- Ensure that activities are implemented in a gender-sensitive and inclusive manner;
- Promote accountability by informing beneficiaries about the project and complaint mechanisms;
- Collect case studies and community feedback in line with ACTED’s accountability standards;
- Adhere to Acted’s Code of Conduct and treat all beneficiaries with respect and without any distinction or discrimination based on nationality, race, ethnicity, tribe, gender, religious beliefs, political opinion or disability;
- Select the beneficiaries benefitting from project activities;
- Communicate Acted’s Complaints and Response Mechanism target communities and participate in solving complaints related to the project in coordination with the AMEU
- Aware of security issues, policies, SOPs and follow them accordingly.
- Any other tasks as assigned by the Line Manager
5. PROTECTION MAINSTREAMING
- Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual labors etc.) REQUIREMENTS
- University degree in public health, environmental studies, international development, social sciences, or related fields;
- Minimum 3 years of relevant work experience in the NGO/INGO sector, preferably in public health, DRR, climate change, or migration-related programming;
- Strong coordination and stakeholder engagement skills;
- Experience in delivering or supporting trainings and capacity-building activities;
- Knowledge of community mobilization techniques and participatory approaches;
- Demonstrated ability to work independently and manage multiple priorities;
- Strong verbal and written communication skills in English and Arabic;
- Familiarity with the Lebanese public health or humanitarian coordination systems is a plus;
- Previous experience in climate change and/or migration-related projects is a strong asset.
