Consultancy Description and Scope of Work
Expertise France is seeking the services of a Business Development and Strategy Consultant to support its partner, DOT Lebanon (Digital Opportunity Trust Lebanon), a local organization dedicated to empowering youth, collaborating with the private sector, and supporting local organizations through socio-economic development programs grounded in technology and education.
DOT Lebanon plays a key role in local capacity building and is increasingly looking to diversify its partnerships and funding sources. To that end, the organization aims to enhance its outreach to the private and corporate sectors in Lebanon by refining its business development strategies and improving its positioning as a partner of choice for corporate social responsibility (CSR) initiatives.
The primary objective of this consultancy is to provide strategic support to DOT Lebanon in the development and implementation of a comprehensive Business Development Strategy targeting private sector actors. This includes assessing the current outreach approach, building staff capacity, and supporting the creation of tailored marketing and outreach tools for engagement with potential corporate partners.
Roles and Responsibilities
The Consultant
Coordination and Communication:
Work in close coordination with Expertise France to align consultancy activities with project objectives.
Maintain regular communication with both DOT Lebanon and Expertise France throughout the consultancy period.
Organize and conduct meetings, brainstorming sessions, and coaching workshops with DOT Lebanon’s staff.
Strategic Assessment and Gap Analysis:
Conduct a thorough assessment of DOT Lebanon’s current strategy and efforts related to private sector and corporate engagement.
Identify strategic and operational gaps in outreach, positioning, and communication with corporate partners and donors.
Strategy Development:
Support DOT Lebanon in the design and development of a Business Development Roadmap or Strategy to engage with the private and corporate sector.
Guide the structuring of partnership models that align with the CSR priorities of potential corporate donors.
Stakeholder Mapping:
Support DOT Lebanon in mapping relevant private companies, educational institutions, and other entities that possess Corporate Social Responsibility (CSR) mandates or potential funding capacity.
Facilitate strategic thinking around market segmentation and target prioritization.
Capacity Building and Training:
Train and coach DOT Lebanon’s team on the development of high-impact portfolios and proposals tailored for private sector engagement.
Deliver workshops or training sessions focused on marketing strategies, brand positioning, and partnership development for the private/corporate sector.
Provide tools and templates to support DOT Lebanon’s internal business development processes.
Documentation and Reporting:
Produce an inception report outlining the proposed methodology, timeline, and stakeholder engagement plan.
Compile a final consultancy report documenting the entire process, including key findings, activities, recommendations, and developed materials.
Ensure the final report is validated by DOT Lebanon and the Shabake 2 project management team.
Expertise France
Expertise France will contract the consultant and, through the project management team, will oversee:
- Reviewing and approving all expected deliverables with the consultant.
- Supporting the consultant in connecting and meeting with DOT Lebanon as relevant.
- Overall monitoring of the assignment activities and the delivery of milestones.
Deliverables
- The items expected to be delivered to Expertise France include, but are not limited to:
- Inception Report: Including methodology, timeline, and engagement plan.
- Assessment Report: Strategic review of DOT Lebanon’s existing outreach and business development approach.
- Business Development Strategy/Roadmap: A clear, actionable plan for corporate sector engagement.
- Stakeholder Mapping: List and analysis of potential corporate partners.
- Training Materials: Agenda, materials, attendance sheets, and training evaluation tools (e.g., pre- and post-tests).
- Final Consultancy Report: Comprehensive summary of activities, training sessions, developed tools, and strategic recommendations.
Qualifications
1. Academic Background
- A master’s degree in Business Administration, Strategic Management, Marketing, or any other related field.
- An MBA or equivalent postgraduate degree is highly desirable.
2. Professional Experience
- A minimum of 7 years of relevant experience in business development, marketing strategy, or strategic planning.
- Demonstrated experience working with local NGOs and private sector entities, particularly in the Lebanese context.
- Proven expertise in designing and implementing successful business development strategies and partnership frameworks.
- Experience conducting market research and stakeholder mapping, preferably related to CSR and private sector engagement.
3. Technical Competencies
- Strong knowledge of marketing principles, branding, portfolio development, and partnership models.
- Proficiency in developing strategic documents, pitch decks, and client-oriented portfolios tailored to corporate audiences.
- Experience delivering capacity building, coaching, or training programs in business development and marketing.
4. Communication and Language Skills
- Excellent verbal and written communication skills in both Arabic and English.
- Proven ability to present complex concepts in a clear, concise, and engaging manner to diverse audiences.
5. Additional Skills
- Strong facilitation, coaching, and mentoring abilities.
- Ability to work independently and collaboratively with cross-functional teams.
- Excellent time management and organizational skills, with a track record of delivering high-quality outputs within tight deadlines.

The applicant is strongly advised to present a clear track history of working with I/L NGOS (especially within the Lebanese context) and producing said deliverables. The applicant should highlight his/her knowledge and experience in relevant sectors of the application.
The portfolio of similar experience should be highlighted within the application, either as a standalone portfolio (focusing on relevant experience) or by integrating said experiences into the application.
Letters of recommendation are a plus.

The deadline for the application is: 10 June 2025.
Bids will be assessed separately in accordance with the following criteria by awarding a score up to the maximum number of points per criterion as set out below:
Criterion 1: Financial Offer
The financial score (FS out of a maximum of 35 points) will cover the comparison of the financial offers of all candidates having submitted a conforming bid.
Criterion 2: Technical offer
The technical score (TS out of a maximum of 65 points) will cover the experience, portfolio, and CV of the candidates.

Proven professional experience working with Local or International NGOs, international organizations or agencies, or state institutions in Business Development, Strategic Planning, and/or Partnership Building.

The payments will be divided upon completion of the required tasks.
- 30% upon contract signature
- 70% upon completion of services, including the final consultancy report certified by a service completion form from the Shabake 2 project management team.
