Request for proposals – Creative and Communication Services for the year 2025
##1. Introduction
Medecins Sans Frontieres (MSF) is an international non-governmental organization that provides medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. Our teams are made of health professionals, logistics and administrative staff - most of them hired locally. Our actions are guided by medical ethics and the principles of impartiality, independence and neutrality.
# 2. Background
MSF Lebanon, a branch of MSF International focuses in its mandate on communication and recruitment in support of the whole MSF Movement. MSF has been operating in Lebanon since 1976 and MSF Lebanon, under its mandate has been active in Lebanon since 2018.
# 3. Scope of Services
MSF Lebanon, is assessing the market and eventually wishes to collect a pool of creative talents that are expected to provide the following services in 2025, when needed, including but not limited to:
- Videography & Video Editing: Production of high-quality video content, including but not limited to promotional videos, interviews, testimonies, b-rolls, and on-field coverage. Video Editing includes post-production work such as video editing, sound editing, and motion graphics.
- 2D/3D Animation: Creation of compelling animations to support MSF’s communication efforts, including animated explainer videos, educational animations, and social media content.
- Illustration & Painting: Development of visual artwork for MSF’s communications, including illustrations, digital art, and hand-drawn pieces for promotional and educational materials.
- Graphic Design: Visual content design for both online and offline platforms, including social media posts, printed materials, and digital assets.
- Additional Creative Services: Any other creative services that you believe would support MSF Lebanon’s communication efforts, from conceptualization to final production.
Note: The number of consultations and creative work required cannot be bound by a limiting number and will vary according to project needs. The duration of the assignment and the deadlines to submit the deliveries will be determined per task/project.
# 4. Proposal Requirements
Interested creative professionals or agencies should submit a proposal that includes:
- Qualifications and experience, particularly your experience working with NGOs or in similar sectors.
- Portfolio showcasing relevant work, especially videos, animations, and illustrations.
- Biographies of key personnel who will be providing the services.
- Financial offer and pricing structure.
- At least three references from previous clients (preferably in similar industries).
# 5. Evaluation Criteria
Selection Criteria
- Technical Expertise in Video Production & Editing
- Proven experience in video editing (Premiere Pro, Final Cut Pro, DaVinci Resolve, etc.).
- Experience producing visual stories from concept to final export.
- Skilled in both Arabic and English editing.
- Ability to film in studio and field conditions, including challenging environments.
- Storytelling for Social Media & News
- Strong storytelling abilities tailored for social media platforms (Instagram, X/Twitter, Facebook, YouTube).
- Ability to adapt tone and format for institutional, recruitment, and operational communications.
- Experience creating short-form videos for digital campaigns.
- Multimedia Design Capabilities
- Experience in graphic and multimedia design (Adobe Creative Suite: Photoshop, After Effects, Illustrator).
- Ability to work on branding campaigns, motion graphics, and multimedia animations.
- Arabic & English Language Proficiency
- Fluency in Arabic and English (spoken and written) is mandatory.
- Ability to manage bilingual interviews and create content in both languages.
- Self-Sufficiency & Resourcefulness
- Able to work independently with limited resources.
- Can build a basic in-office or portable studio.
- Experience filming in difficult conditions and/or crisis contexts is a plus.
- Commitment to Humanitarian Principles
- Understanding of MSF’s principles and ethical approach to storytelling.
- Experience working with humanitarian or non-profit organizations is highly desirable.
Desirable (Preferred but Not Essential) Criteria
- French Language Skills
- Reading, writing, and speaking proficiency.
- Experience in the MENA Region
- Preferably with humanitarian organizations or media projects involving marginalized communities.
- Mobile Journalism Skills
- Capable of creating and editing content using smartphones and mobile tools.
Additional
- Relevance and quality of previous work: Experience in Audio/Video work, video editing, animation, or illustration.
- Cost-effectiveness: Competitive pricing for the services offered.
- References and client feedback: Proven track record with similar projects or clients.
