OUR TEAM
The Oxfam team in Lebanon implements integrated humanitarian, development and policy interventions in line with Oxfam’s country strategy for Lebanon as relevant to the BML, Bekaa, South and North Lebanon areas, including protection & governance; cash safety net/social protection and economic development/livelihoods; WASH/water governance, with a focus on partnerships with local actors. The Economic Justice pillar of our work ensures that marginalized women and men, especially youth, are empowered to cope with the effects of economic poverty and have greater access to and control over livelihood assets for sustainable poverty reduction and reduced aid dependency.

JOB PURPOSE
The Project Assistant will be supporting the Project Manager in the implementation of the activities and the relationships with the partner organization. She/He will be involved in the high-quality programme plans developed by the PM, including MEAL and procurement plans, progress and donor reports, ensure appropriate monitoring and project quality, and enhance internal and external learning and representation.
The Project Assistant is expected to work closely with the Bekaa humanitarian programme team towards common objectives. The Project Assistant will be supported by the MEAL Officer, and by the Finance and Logistic teams. The Project Assistant is expected to be based in Oxfam’s Zahle office with frequent visits to Baalbeck and Bekaa regions areas as needed.

WHAT THE RECRUITING MANAGER HAS TO SAY ABOUT THE ROLE?
We are seeking to recruit a dynamic Livelihoods Assistant to support in the implementation of the activities, ensure quality and respect of Oxfam’s and the donor’s procedures, and to coordinate with the partners and other relevant stakeholders. Familiarity in Bekaa and Baalbeck-El Hermel context is a must for this position.

Key relationships/interactions:Bekaa Programme Coordinator, Technical team including Economic Justice Advisor, Protection Advisor and PMEAL Advisor , Protection Senior Officer, Protection Assistant , MEAL Officers, Humanitarian Teams and partners.

KEY RESPONSIBILITIES
Project Cycle Management & Programme Quality

Assist in the implementation of livelihoods activities.

Community outreach and mobilization for skills training and WBL.

Support market validation exercises and participant selection.

Involve in the delivery of quality technical and soft skills training aligned with identified market needs (e.g., agriculture, construction, renewable energy).

Support the implementation of WBL opportunities for training graduates.

Facilitate follow-up process with MSMEs receiving technical and financial support (e.g., sub-grants, mentorship).

Conduct regular onsite monitoring visits, track project progress and flag issues.

Report regularly, verbally and in writing to the PM on regular basis on activities progress.

Support the PM to ensure project activities have the appropriate visibility in compliance with donor requirements.

Ensure gender and protection sensitivity in all interventions, with a focus on women’s economic empowerment.


Monitoring, Evaluation, Accountability and Learning (MEAL)

Conduct regular field visits to monitor progress of livelihoods interventions.

Support data collection, post-distribution monitoring (PDM), and feedback mechanisms for participants.

Assist in documenting lessons learned, challenges, and success stories to feed into project reporting and learning.


Coordination and Representation

Coordinate regularly with local partner, NABAD, and private sector actors involved in training, employment placement, and MSME support.

Support logistics and planning for job fairs, networking events, or stakeholder workshops.

Maintain positive relationships with community focal points and ensure strong engagement of women and youth in the program.

Essential - Experience, Knowledge, Qualifications & Competencies
Bachelor’s degree in Business, Economics, Social Sciences, or related field.
At least 2 years of experience in livelihoods, economic development, or employment promotion in humanitarian or development settings.

Experience in working with vulnerable groups, particularly women and youth.

Knowledge of North Bekaa and Baalbek-El Hermel socio-economic context.

Strong communication, coordination, and facilitation skills.

Ability to use Microsoft Office applications effectively.

Fluent in Arabic; working knowledge of English is desirable.

Desirable
Familiarity with Work-Based Learning and market systems development approaches.

Previous experience working with INGOs or local NGOs on donor-funded projects

Experience with private sector engagement, MSME support, or vocational training delivery.
