WE’AM – Production of an Interfaith Documentary
Background
Oxfam, in partnership with Right to Play, SHiFT and ALEF, is implementing a European Union-funded project titled “Working for Engagement, Acceptance and Mediation: A Community-based Approach to Social Cohesion in Lebanon – WE’AM.” The project is being implemented between March 2023 and February 2026 in Lebanon. WE’AM aims to leverage experiences and complementarities to build consensus and stimulate lasting social cohesion initiatives in Lebanon following three working streams: addressing drivers of tensions at the community level; disseminating gender-responsive conflict prevention and resolution tools and methods; mainstreaming community-level social cohesion into programming.
The partners operate in a total of 12 geographical localities, as per the following:

Objective(s) of the Consultancy
Oxfam in Lebanon is seeking to contract a consultant who can design and produce a compelling documentary that captures the journey, activities, and impact of the Interfaith Campaign implemented by Oxfam in Lebanon.
The documentary will showcase the different activities that are part of the Interfaith campaign, which include:
- The set up of 5 networks of religious actors and leaders across Lebanon. These are implemented in the following areas: Tripoli and surrounding areas, Akkar, Barja and Saida, Beirut and suburbs, Baalbek and Der el Ahmar.
- A series of capacity building and networking meetings, responding to the identified needs of each network – to ensure that their work is properly geared toward the long-term goals of the action and to ensure their sustainability beyond the WE’AM intervention.
- Implementation of community initiatives by the formed networks, favoring inter-faith dialogue for more socially cohesive communities.
- Production of a final booklet summarizing the initiative with a call for action for inter-faith experts to maintain the action and build on it.

Description of Main Deliverables
The selected Documentary Consultant will be expected to design and produce an Interfaith Documentary inclusive of the activities mentioned above.
The Interfaith Documentary should consist of:
- 1 main documentary (8 to 10 minutes)
- 1 shorter version of the main documentary (5 to 6 minutes)
- 5 short videos fit for social media use (Vertical reels 1-2 minutes)
- High-resolution photos from the covered activities and events
The consultant will:
- Develop an Action Plan and Timeline for the Interfaith Documentary’s production in coordination with Oxfam’s Project Manager.
- Prepare an Interfaith Documentary Concept Note, including a storyline, key messages, interview subjects, probing questions, and shooting schedule; in collaboration with the Oxfam team in Lebanon.
- Shoot all the inter-faith activities under the campaign across the covered geographical areas. The campaign is implemented in 5 main areas in Lebanon: Akkar, Tripoli and surroundings, Beirut and surroundings, Saida and Barja, Baalbek/Deir el Ahmar. Estimated number of shooting days is 7 full days. This might be subject to slight change based on the activities to shoot and the produced storyline. Number of shooting days and associated editing works is to be taken into consideration in the financial proposal of the assignment.
- Make sure all required equipment is available on shooting date including lights, cameras, sound and a prompter where necessary.
- Process needed editing works to ensure the production of high-quality videos.
- Include Arabic and English subtitles, and ensure final videos are delivered in both finalized and clean, editable versions.
- Provide A-Roll and B-Roll footage, including raw and edited versions.
- Capture photos of the interfaith activities.
- Align with the Interfaith Campaign’s Communications Plan and Oxfam/EU branding guidelines.
- Make sure that written consent is obtained for photography/videography by the people whose faces are shown in the photos/videos.
- Adopt a storytelling, human-centered approach that highlights messages of tolerance, peacebuilding, gender equity, inclusivity and inter-religious collaboration.
Oxfam in Lebanon will:
- Provide a list of people/entities to be covered in the photos/videos and their locations and confirm shooting schedules.
- Support in developing and approving the documentary concept note, script, and key messages.
- Provide several rounds of feedback and approve the final video/s, photos, and subtitles.
- Provide partner, donor, and project logos (as part of Oxfam and donor's guidelines) and branding requirements (color, font, etc.)
- Approve the action plan and timeline.
- Provide a template for Eng/Ar video transcript with time codes to be filled by the consultant.
- Make sure consent is taken if filming beneficiaries was required.

All content to follow EU and WEAM branding guidelines (that will be shared by Oxfam team).
Working Relations
The selection consultant will liaise primarily with Oxfam’s team, the WE’AM Project Manager and the Communications department. Coordination and working relations with Consortium partners will be agreed on with Project Manager and Consortium Coordinator upon contract signature.
All logistical and financial aspects of the contract will be managed by Oxfam in Lebanon team.
Desired Profile
- Proven experience in documentary storytelling and human-centered video production.
- Prior experience working with NGOs or development actors in Lebanon or similar contexts.
- Knowledge of interfaith or peacebuilding topics and sensitivity to cultural and religious dynamics.
- Strong filming, editing, and post-production skills.
- Access to filming equipment and software.
- Ability to travel across Lebanon.
- Familiarity with EU communication and visibility guidelines is an asset.
