The Governance and Aid Monitoring Expert will be primarily responsible for conducting a comprehensive diagnostic assessment of Lebanon’s aid management system as activated during the recent conflict. This includes mapping institutional frameworks, reviewing aid flow mechanisms, analyzing reporting and transparency practices, and identifying key challenges that hinder effective aid governance.
Additionally, the expert will participate in bilateral meetings and workshops with CSOs and government stakeholders, providing technical input and sharing findings from the diagnostic phase.
The Expert will be responsible for:
- Developing the inception methodology, tools, and assessment framework.
- Mapping aid management structures, legal frameworks, and reporting channels.
- Conducting key informant interviews and consultations with relevant government bodies and stakeholders.
- Analyzing transparency, coordination, and accountability mechanisms.
- Identifying institutional bottlenecks and risks that affect aid transparency and reporting.
- Drafting a comprehensive diagnostic report summarizing findings and recommendations.
- Presenting findings and insights during advocacy workshops and meetings.
- Reviewing communication materials developed to disseminate the report’s findings.
