SKOUN seeks a committed and skilled Policy Program Coordinator to support our ongoing efforts in drug policy reform and advocacy for the rights of people who use drugs and communities at risk in Lebanon. This role will focus on coordinating Skoun’s local policy reform initiatives, working closely with Skoun's various departments, as well as external consultants, senior advisors, and stakeholders, to advance evidence-based, human rights-centered drug policy changes.
Responsibilities
Policy and Advocacy Coordination
- Support the implementation of Skoun’s local drug policy reform initiatives, including drafting advocacy materials, position statements, and policy briefs.
- Liaise with external consultants and senior advisors to ensure the timely delivery of high-quality outputs.
- Facilitate communication and coordination with government entities, civil society partners, and other stakeholders.
- Organize and coordinate advocacy events, consultations, and roundtables to promote policy reform and stakeholder engagement.
Program Implementation and Monitoring
- Plan and monitor advocacy activities to ensure alignment with project goals and timelines, in coordination with senior management and MEAL coordinator
- Support documentation of progress and prepare reports on project achievements and challenges.
- Coordinate small to medium policy-oriented projects and activities and ensure timely donor reporting
- Maintain organized files and records for the policy program, ensuring easy access to key documents.
- Conduct legal advice and follow up for court-referred cases and inquiries based on the training provided by Skoun.
Knowledge Management and Capacity Building
- Contribute to the development of educational and information materials to support drug policy reform efforts.
- Stay informed of national and regional drug policy developments and provide updates to the team and stakeholders.
Coordination and Communication
- Collaborate closely with Skoun’s program and communication teams to ensure consistent messaging and alignment with organizational objectives.
- Represent Skoun in local advocacy forums and meetings as needed, ensuring clear and effective communication of Skoun’s policy positions.
Qualifications
- Strong communication and coordination skills, with the ability to engage effectively with diverse stakeholders.
- Familiarity with Lebanon’s policy and legal environment, particularly regarding drug use and public health issues.
- Experience working with consultants and external partners is an asset.
- Excellent organizational skills and ability to manage multiple tasks efficiently.
- Excellent Proficiency in Arabic and English; French is an advantage.

Minimum of 2-4 years of experience in advocacy, policy coordination, or program support, preferably in harm reduction, public health, or human rights fields.
