Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to addressing the unique challenges faced by communities in Central Bekaa. Committed to creating an environment where individuals can achieve their highest potential, the foundation focuses on community health care, economic and human capacity building, sustainable community development, and livelihood. B. PROGRAM BACKGROUND
This project is part of the IGNITE project funded by Agence Française de Développement (AFD) and implemented by the Rene Moawad Foundation in Lebanon in partnership with the International Rescue Committee, in collaboration with Michel Daher Social Foundation. The project seeks to empower 180 adolescent girls (ages 12-19) in the Zahle District by equipping them with English proficiency, technology skills, and leadership abilities.
As part of its communication and visibility plan, MDSF invites proposals for photography and videography to showcase the objectives and outcomes of the Tech Changemakers program.
II. PURPOSE
MDSF is requesting proposals for support in producing visual content for the Tech Changemakers program. This includes shooting, editing videos, and creating a short trailer that reflects the program’s goals and helps raise awareness, engage the community, and highlight the impact of the initiative.
A. SCOPE OF WORK
Photography:
● Capturing high-quality images of events, activities, and key moments.
● Providing edited photos in both high-resolution and web-optimized formats.
● Ensuring proper lighting, composition, and brand consistency in all shots.
Videography:
● Recording video coverage of events, interviews, and promotional content.
● Editing footage to produce short videos, reels, and full-length videos as required.
● Adding subtitles, music, branding elements, and graphics when needed.
Delivery:
● Timely delivery of all final materials according to the agreed timeline.
● Coordination with the communication team for content approvals and edits.
● Archiving and organizing media files for future use.
B. DELIVERABLES
● Capture high-quality photos of each session and activity throughout the program.
● Film and produce two engaging reels, including beneficiary or participant testimonials, tailored for social media platforms.
● Produce one final video that highlights the entire program, including filming, editing, subtitles, and branding elements.
III. CONTRACT MECHANISM & TERMS OF PAYMENT
Michel Daher Social Foundation (MDSF) anticipates issuing a Service Agreement to the selected Offeror. The contract will outline the terms and conditions under which the Offeror will carry out the services described in this RFP.
The selected Offeror will be compensated based on the agreed payment schedule, which will be outlined in the contract. Payments will be made upon the successful completion of deliverables as specified in the final contract and may be subject to final approval by MDSF. The payment terms will be one (1) in full at the end of the service.
All payments will be made in accordance with the laws and regulations governing the contract and based on the receipt of acceptable deliverables.
All payment will be made via bank check within 15 working days from the date of received invoice. Payment will be processed following the end of the sessions and upon receipt of an official invoice.
Note: Without a valid MOF certificate, tax deductions of 3.4% on goods and 8.5% on services will apply, according to the articles number 41 and 42 of the income tax law.
IV. PROPOSAL PREPARATION AND SUBMISSION REQUIREMENTS
A. INSTRUCTIONS FOR PROPOSAL PREPARATION
The selection committee will evaluate the Offerors based upon their written technical and cost proposals. Each section will be evaluated according to the criteria for evaluations in Section V. Offerors are expected to examine the specifications and all instructions in the RFP. Failure to do so is at the Offeror’s risk. Interested Offerors must provide the following:
Cost Proposal
Offerors will submit a proposed budget with their proposals in a separate, via email labeled “Budget Proposal.” The proposed budget will have sufficient detail to allow evaluation of elements of costs proposed. Budgets should be submitted in the U. S. Dollars only.

INSTRUCTIONS FOR SUBMISSION OF PROPOSAL
1. Prepare Your Bid Documents
Please submit the following documents via email to procurement@daherfoundation.org by June 23, 2025:
● Technical Proposal: Submit your technical proposal along with your resume, as well as the methodology and tools you plan to use for this training.
● Financial Proposal: Provide your financial proposal, including the detailed rates for delivering each service.
● The technical and Financial proposals shall be separately bound.
2. Submit Your Bid
● All responses to this RFP must be received no later than the submission deadline on the cover page (June 23, 2025).
● The subject line must include the TOR title (Video Editing - Posts Designs).
● In complete submissions or those without the correct subject will not be considered.
● Faxed offers are not acceptable.

V. CRITERIA FOR EVALUATION
Michel Daher Social Foundation - MDSF will evaluate proposals based on a best-value determination; Offerors should submit their most competitive price proposal. Proposals will be evaluated using the following criteria:
● Technical Evaluation 60%: Methodology, curriculum, experience.
● Financial Evaluation 40%: Cost-effectiveness and competitiveness.
The evaluation committee will review the technical proposal based upon the technical criteria listed above. The cost proposals will be reviewed to ensure they are complete and free of computational errors. The committee will also assess the reasonableness of costs and the cost-effectiveness of the budget, and will determine whether the costs reflect a clear understanding of project requirements. A contract will be offered to the responsible Offeror whose proposal follows the RFP instructions and is judged to be the most advantageous to Michel Daher Social Foundation – MDSF.
VI. SOLICITATION PROCESS
Once the RFP is released, the Offerors must prepare a formal proposal to be sent to the contact person at Michel Daher Social Foundation as indicated in Section IV (b) (1). The submitted proposals will be reviewed against the criteria for evaluation defined in Section V above and rated on their ability to satisfy the requirements stated in this RFP document. A preferred Offeror will be chosen and formally notified. A formal contract will be negotiated with the selected Offeror and, if endorsed, the Offeror will begin work on the project.
VII. TERMS AND CONDITIONS
A. LATE SUBMISSIONS
Proposals received after the submission deadline stated in the cover page of this RFP may not be considered. Offerors will be held responsible for ensuring their quotations are received according to the instructions stated herein. A late offer will be considered if the cause was attributable to Michel Daher Social Foundation – MDSF or its employees/agents, or if it is in the best interest of Michel Daher Social Foundation – MDSF.
B. MODIFICATION OF RFP REQUIREMENTS
Michel Daher Social Foundation – MDSF retains the right to terminate the RFP or modify the requirements upon notification to Offerors.
C. WITHDRAWALS OF PROPOSALS
Proposals may be withdrawn by written notice via email at any time before award. Proposals may be withdrawn in person by an Offeror or authorized representative, if the representative’s identity is made known and the representative signs a receipt for the proposal before award.
D. RIGHT OF NEGOTIATION AND ACCEPTANCE OF PROPOSAL
This RFP represents a definition of requirements and is an invitation for submission of proposals. Michel Daher Social Foundation – MDSF reserves the right to fund/award any or none of the submitted proposals. No commitment is made, either expressed or implied, to compensate Offerors for costs incurred in the preparation and submission of their proposal.
Michel Daher Social Foundation – MDSF may reject any proposal that is nonresponsive. A responsive proposal is one that complies with all terms and conditions of the RFP. A proposal must be complete, signed by an authorized signatory, and delivered no later than the submission time and date indicated on the cover sheet of this RFP. Michel Daher Social Foundation – MDSF may reserve the right to waive any minor discrepancies in a proposal.
Michel Daher Social Foundation – MDSF reserves the right to issue an award based on the initial evaluation of proposals without discussion. Michel Daher Social Foundation – MDSF also reserves the right to enter into best and final negotiations with any responsive Offerors for all or part of the proposed scope.
E. VALIDITY OF PROPOSAL
Proposals submitted shall remain open for acceptance for Thirty (30) Days from the last date specified for receipt of proposals. This includes, but is not limited to, pricing, terms and conditions, service levels, and all other information. If your organization is awarded the contract, all information in the RFP and negotiation process is contractually binding.
