Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL) Officer

Key Responsibilities:

Planning:

  • Lead on the establishment of program proposals, concept notes and plans, including narrative documents, logical frameworks and work plans.
  • Assist the operational team in setting monthly plans in line with yearly targets.
  • Ensure the development and use of effective planning tools.
  • Collaborate with the teams to ensure alignment between planning documents and donor requirements.
  • Monitor and update EMS work plans regularly to adapt to evolving field conditions and operational needs.
  • Lead on the drafting of sector-related planning elements, such as the annual plan of action, and other relevant documents.

 

 

Monitoring and Evaluation:

  • Coordinate on the development of various monitoring, follow-up, and reporting systems (e.g., Sector M&E plan, Indicator Tracking Tables, reporting tools) to support data-driven decision-making and external reporting in collaboration with the EMS GIS officer.
  • Ensure the implementation of M&E activities across all sector operations in collaboration with the Quality Improvement Team.
  • Assist in conducting assessments and evaluations to measure impact, performance, and efficiency, utilizing both qualitative and quantitative methodologies.
  • Support the use of digital data collection tools to streamline and improve the efficiency of monitoring activities.
  • Produce regular M&E reports to inform decision-makers and stakeholders of the sector’s performance.

 

Accountability:

  • Coordinate with the Quality Improvement Team to facilitate accountability mechanisms within the EMS.
  • Ensure that accountability standards, elements and principles are integrated into EMS activities, fostering transparency and trust among stakeholders.
  • Support in ensuring that community feedback informs decision-making and program adjustments.

Learning:

  • Promote a culture of continuous learning by organizing reflection meetings reviews, learning workshops, and knowledge-sharing sessions.
  • Identify, analyze, and document lessons learned from operations, facilitating their dissemination and incorporation into the new planning cycle.
  • Support the integration of lessons learned into design and planning processes, contributing to adaptive management and informed decision-making.

 

Reporting:

 

  • Lead on the creation of monthly, quarterly, mid-year, and annual reports by compiling data from EMS teams in line with donor requirements and LRC standards.
  • Lead on the narrative report
  • Assist in conducting assessments and evaluations to measure impact, performance, and efficiency, utilizing both qualitative and quantitative methodologies.
  • Review and ensure the quality and accuracy of donor reports before submission, including cross-checking data and ensuring compliance with donor guidelines.
  • Ensure all relevant data is captured within the digital reporting system.
  • Assist in designing reporting tools and templates to streamline and standardize reporting processes.
  • Coordinate with relevant departments to gather and validate information required for comprehensive and timely reporting.
  • Ensure timely submission of all required reports, addressing any issues or discrepancies promptly.

Others:

  • Develop relevant EMS documents, presentations and tools.
  • Lead on relevant PMEAL-related capacity building within the EMS in coordination with the Learning and Development Section.
  • Perform other related duties as required.

Technical Skills:

  • Proven experience in proposal writing and donor relations.
  • Proven experience in producing quality reports.
  • Proven experience in Program Cycle Management, including planning, implementation, and evaluation.
  • In-depth knowledge of Monitoring and Evaluation (M&E) practices and methodologies.
  • Knowledge in conducting, transcribing, and analyzing qualitative data.
  • Experience in data management and analysis of quantitative data.
  • Prior experience working with Non-Governmental Organizations (NGOs).
  • Previous involvement in Monitoring, Evaluation, Accountability, and Learning (MEAL).
  • Experience as a Lebanese Red Cross (LRC) volunteer is considered a plus.

Soft Skills and other Experiences:

  • Knowledge about Red Cross Red Crescent Movement as well as LRC structure and operations is mandatory.
  • Excellent communication skills in written and orally (English and Arabic).
  • Strong experience in coordination with donors and internal stakeholders..
  • Demonstrates high energy, drive, and commitment to completing tasks efficiently.
  • Takes initiative and shows leadership in various tasks.
  • Capable of working under pressure and managing multiple priorities.
  • Experience working collaboratively with diverse teams.
