Mercy Corps exists to alleviate suffering, poverty and oppression by helping build secure, productive and just communities. Our programs focus on four outcome areas across the humanitarian-development nexus: economic opportunities, access to food, water security and peace and good governance. The Mercy Corps Lebanon team consists of over 50 staff working throughout Mount Lebanon, South Lebanon, North Lebanon and the Bekaa Valley.

 

The Operations Department enables the country program to operate efficiently by delivering key services in logistics, procurement, administration, and asset management, all in line with donor and organizational compliance standards. This role also serves as a vital link, ensuring effective coordination between the operations team and other support functions at the country level, including HR, Finance, and Programs.

 

The Position

The Senior Procurement Officer and ICT Focal Point plays a vital role within the operations team, managing procurement activities at the country level while also acting as the main liaison for ICT coordination. This position ensures procurement processes are conducted with transparency, accountability, and efficiency. In their capacity as ICT Focal Point, the individual works closely with the regional ICT team to support the country office’s basic IT and communication requirements.

 

Essential Responsibilities

 

Procurement

  • Lead all country-level procurement processes through Mercy Corps’ procurement management system ProSource, ensuring timely and compliant execution of all procurement actions.
  • Facilitate ProSource training sessions and ongoing support to programs and operational teams to ensure system proficiency and adherence to Mercy Corps policies.
  • Stay current with changes to Mercy Corps' global procurement policies and procedures, ensuring local implementation reflects updated standards.
  • With support from the Multi-Country Operations Manager, regularly review and update procurement  SOPs to remain agile and responsive to Lebanon’s fluid operational context, ensuring alignment with Mercy Corps and donor requirements.
  • Oversee procurement planning in collaboration with program and support teams to anticipate and prioritize upcoming needs.
  • Supervise the collection and evaluation of quotations, preparation of Purchase Requests, Purchase Orders, and Service Contracts.
  • Maintain accurate and complete documentation for all procurement files (physical and digital), ensuring audit readiness and compliance.
  • Maintain a strong and ethical supplier database and lead market assessments to inform vendor selection and competitive pricing.
  • Coordinate with Finance to ensure timely and accurate payment processing for suppliers.

 

ICT Focal point

  • Act as the main contact person for all ICT-related matters within the country office and field offices
  • Serve as the communication bridge between the country office and regional ICT support for escalation of issues and implementation of ICT initiatives.
  • Undertake responsibility for the smooth functioning of internet services in all offices. Interact with ISP for day-to-day internet issues related to services and subscription charges.
  • Managing & maintaining the office wireless networksProvide basic first-level support to staff on common IT issues and requests (e.g., Network and internet connectivity problems, email access, printer issues, updating email Distribution Lists, SharePoint related requests).
  • Coordinate the setup of new staff with ICT resources (laptops, email accounts, system access, enrolling laptops in Intune & encrypting etc.) in collaboration with regional ICT staff.
  • Assist with the implementation of ICT policies, procedures, and standards.Ensure staff follow basic ICT security practices that align with MC policies(e.g., using strong passwords, data backup, avoiding unauthorized software).Facilitate local procurement of ICT goods and services in coordination with Operations and regional ICT, ensuring compliance with ICT standards.
  • Participate in periodic ICT focal point calls/training with the regional team.
  • Ensure that ICT-related documentation, such as guidelines and troubleshooting steps, is accessible to staff.
  • Maintain inventory of IT assets and licenses, ensuring documentation and renewal of warranties and subscriptions. 

 

Other Duties

  • Actively integrate safeguarding principles into daily work, including identifying and mitigating safeguarding risks.
  • Uphold and promote Mercy Corps' core values at all times.
  • Conduct oneself professionally and personally to bring credit to Mercy Corps and maintain its humanitarian mission.
  • Perform any other duties as assigned by the supervisor.

Accountability

Reports Directly To: Multi-Country Senior Operations Manager

Works Directly With: All Lebanon Programs and Support teams, Regional & Global teams.

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills

  • Bachelor’s degree in business administration, supply chain, logistics or related field.
  • Minimum 4 years of experience in procurement and/or with INGOs or private sector.
  • Strong understanding of donor compliance requirements (USAID, ECHO, UN, etc.).
  • Basic understanding of ICT systems and office technology, including internet, email, and productivity software (e.g., Microsoft Office, Google Workspace).
  • Problem-solving attitude with the ability to support staff with basic IT troubleshooting and escalate more complex issues appropriately.
  • Proven ability to manage multiple tasks and meet deadlines in a fast-paced environment.
  • Willingness to learn and adapt to ICT protocols, tools, and standards shared by the regional or global ICT team.
  • Fluency in English and Arabic (written and spoken).
  • Excellent computer skills including MS Excel and procurement software (ProSource or similar systems). Strong coordination, documentation, and problem-solving skills.
