Working in Lebanon since 1993, Mercy Corps is committed to generating positive opportunities for women, men, boys and girls from Lebanese, Syrian, and Palestinian communities, with a strong focus on engaging youth. Mercy Corps exists to alleviate suffering, poverty and oppression by helping build secure, productive and just communities. Our programs focus on four outcome areas across the humanitarian-development nexus: economic opportunities, access to food, water security and peace and good governance. The Mercy Corps Lebanon team consists of over 50 staff working throughout Mount Lebanon, South Lebanon, North Lebanon and the Bekaa Valley.
In this context, the Operations Department delivers efficient support services across IT, logistics, asset management, warehousing, and fleet to enable safe, compliant, and high-impact programming. This position also plays a critical coordination role between the operations team and other country-level support units (HR, Finance, Programs).
The Position
The Senior Admin & Logistics Officer is a key member of the operations team, responsible for ensuring effective and efficient administrative and logistical support to the country office. The role oversees general office administration, facilities management, travel and accommodation coordination, and logistics operations including fleet, asset, and inventory management.
Essential Responsibilities
Administration/Office Management
- Arrange the required accommodation for Mercy Corps staff & visitors at times.
- Support in collecting and processing bills of office and expatriate staff residence’s utilities (electricity, water, phone, cellular phones, and internet bills) and process payments in a timely manner while creating a tracking system for all payments.
- Manage the relationship with the cleaning company.
- Oversee the management of office supplies.
- Keep track of the expiry dates of residency and work permits and prepare documentation for their renewal or new process, as well as for business visas, in coordination with the lawyer.
- Follow up to get approvals and collect required papers to prepare lease contracts for Mercy corps expats, warehouses, etc.
- Follow up on usage and billing for the mobile telephone service providers.
- Follow up any required maintenance on Mercy Corps premises.
Logistics
- Act as the Asset Controller and manages Mercy Corps’ asset registry, ensuring timely tagging, updating, and disposals in line with policies.
- Oversee fleet coordination, including driver schedules, vehicle maintenance, and fuel tracking.
- Ensure drivers comply with safety protocols and transport policies.
- Manage storage facilities to ensure proper handling, stacking, and storage of goods.
- Maintain accurate inventory records and conduct regular physical counts.
- Implement controls to prevent losses, damage, or theft.
- Track organizational assets throughout their lifecycle, including tagging, movement, and disposal.
- Ensure staff accountability through asset handover and return procedures.
- Maintain logistics records (e.g., fuel logs, vehicle maintenance reports).
- Ensure compliance with internal policies and donor-specific requirements.
Other Duties
- Actively integrate safeguarding principles into daily work, including identifying and mitigating safeguarding risks.
- Uphold and promote Mercy Corps' core values at all times.
- Conduct oneself professionally and personally to bring credit to Mercy Corps and maintain its humanitarian mission.
- Perform any other duties as assigned by the supervisor.

Accountability
Reports Directly To: Multi-Country Senior Operations Manager
Works Directly With: All Lebanon Programs and Support teams, Regional & Global teams.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills
- Minimum 4 years’ experience in admin and logistics roles (or similar), preferably in humanitarian or INGO context.
- Strong computer skills on MS Excel, MS Word programs.
- Experience managing fleet and/or logistics operations.
- Fluency in Arabic and English.
- Strong coordination, documentation, and problem-solving skills.
- Internal or former Mercy Corps staff are highly encouraged to apply.
