MHPSS and Health Programs Manager

Role Summary:
Located within SAMS Lebanon centers in Bekaa, the MHPSS and Health Programs Manager is responsible for overseeing the planning, implementation, quality assurance and reporting of MHPSS (including one on one psychotherapy, MHPSS center, and PSS programs) and health-related interventions (PHC, Dental project, etc.) in the Bekaa region.

Key Responsibilities:
Program Management:
• Lead the design, implementation, and monitoring of MHPSS and health projects in the Beqaa region.
• Ensure that activities are implemented in accordance with project plans, donor regulations, and SAMS’ standards.
• Develop and track workplans, procurement plans, and budgets in collaboration with support departments.
• Ensure technical quality of health and MHPSS programming, with guidance from technical advisors when needed.
• Coordinate closely with the MEAL team to ensure data collection, analysis, and use for program improvements.
• Prepare detailed internal and external programmatic reports and success stories.
Team Leadership and Coordination:
• Manage and mentor field program officers and coordinators in health and MHPSS streams.
• Facilitate effective coordination between the Health, MHPSS, MEAL, Finance, HR, and Operations teams.
• Lead regular team meetings and participate in management-level meetings to ensure cross-departmental alignment.
• Support performance evaluation, capacity building, and staff wellbeing in the program team.
Partnership and Stakeholder Engagement:
• Identify, assess, and manage partnerships with local organizations and service providers.
• Serve as the focal point for communication with implementing partners in the Beqaa region.
• Represent SAMS in relevant working groups (Health, MHPSS, GBV) and with national and local authorities.
• Participate in coordination meetings with donors, UN agencies, and other INGOs as required.
Compliance and Safeguarding:
• Ensure all activities are implemented in line with safeguarding principles, PSEA, and child protection policies.
• Uphold SAMS’ anti-fraud, anti-corruption, and transparency policies in all program-related operations.
• Ensure timely reporting of MHPSS incidents and adherence to referral protocols.

Qualifications and Skills:
• Bachelor’s or Master’s degree in Public Health, Social Work, or related fields
• At least 5 years of experience in managing MHPSS, and/or health programs in humanitarian settings
• Knowledge of humanitarian standards (e.g., Sphere, IASC GBV guidelines)
• Strong proficiency in English and Arabic (written and spoken)
• Proficiency in project management tools
• Strategic thinking and program planning
• Financial and budget management
• Effective coordination and stakeholder engagement
• Report writing and documentation
• Risk identification and problem-solving
• Strong leadership and decision-making abilities
• Excellent communication and interpersonal skills
• Commitment to humanitarian values and gender equity
