Michel Daher Social Foundation (MDSF), established in 2014, is a Lebanese NGO dedicated to
addressing the unique challenges faced by communities in Central Bekaa. Committed to
creating an environment where individuals can achieve their highest potential, the foundation
focuses on community health care, economic and human capacity building, sustainable
community development, and livelihood. MDSF's mission is rooted in providing support to help
people overcome life challenges and to make a positive impact on the Bekaa community.
Project Overview:
The project aims to increase access to safe and reliable water services among communities in
Zahle Caza, Lebanon, with a focus on improving capacities of the Bekaa Water Establishment
(BWE) and enhancing water services for upstream and downstream communities of Jdita. The
project includes technical and material capacity strengthening, community engagement,
facilitation of allocation agreements, and activation of the regional water network.
Scope of Work
Replacement of Pump
Currently, water at the facility is distributed directly from the pumps to the consumers.
However, the two existing pumps have been in operation for over 10 years, leading to a
significant decline in their efficiency. As a result, more energy is required to pump and
distribute water, increasing operational costs.
To address this, we will proceed with replacing Pumps 2 at the Jdita Water Station with new,
energy-efficient units.
Below are the technical specifications of the replacement pump:
Submersible pumps duty point – flow: 93 l/s, head: 100 m (please refer to the attached
datasheet of the existing pumps installed in 2015)
VFD Control Panel (with required protections)
1 PT 100 + control cable for each pump
3 water level electrodes + control cable for each pump
1 piezometer + control cable + vented tube (40 mm PN 16 HDPE pipe) for each pump
Installation and commissioning for the above with min. warranty for 1 year.
Please note that the pump depth is approximately 100 m and the distance from the boreholes to the control
room is around 20 m.
In addition, the electrical cable for Pump 2 will be provided. However, any defects in the
existing risers should be reported during the pump replacement process. The manpower
required to replace the cable must be included in the quotation. Additionally, the unit cost of
the risers should be specified, as it will be reflected in the Bill of Quantities (BoQ).
The BoQ for the works to be implemented is attached ( Annex A)
N.B.: The selected Pumps set should be a well-known brand, same as “Aturia” or equivalent.
All items in the BoQ shall be priced based on the supply and application of the components or
works.
The following are the technical requirements:
1. Pumps datasheet and brands.
2. Pumps country of origin.
3. Calculation notes for pumps selection.
4. Basic pump curves: head pressure proportional to the flow rate.
5. Head pressure and flow rate.
6. Pump performance.
7. Impeller size and type.
8. Efficiency curve.
9. Rotational speed.
10. Clutch specifications.
Expected Deliverables
The Qualifications
The contractor is to fulfill all requirements of the scope of work, and in case of any
discrepancies and/or unexpected circumstances to notify immediately. The contractor is to provide a fully functional pumping facility with all properly operating pumps, chlorination
(SCADA), electrical systems, and cameras. The buildings are to be well-repaired (waterproofing,
closing holes). The PV system and generators are to be fully operational and in optimal
condition, in addition to implementing a proper shutdown policy. All electrical wiring is to be
well-maintained and properly connected; the to-be-installed cables must be correctly and safely
wired. All safety hazards are to be dealt with properly (electrical enclosures, cable covering,
etc.). All leakages (diesel, water) are to be repaired and made sure to be long-term.

Payment Terms
● Payment will be made via bank transfer or Telegraphic Transfer (TT) within 30
working days after deliverables are met.
● Payment will be processed after approval of the final workshop and report.
● Note: Without a valid MOF certificate, tax deductions of 3.4% on goods and 8.5% on
services will apply, according to articles number 41 and 42 of the income tax law.
Evaluation
Proposals will be evaluated based on:
● Technical (60%): Methodology, curriculum, experience with youth, and engagement
approach for the agrifoodtech and cleantech sectors.
● Financial (40%): Cost-effectiveness and competitiveness.
