MEL Manager

The MEL Manager will be responsible for the design, implementation and oversight of monitoring, evaluation and learning systems across all programs. The role ensures that data is collected, analysed and used for learning and adaptive management. The MEL Manager will also play a central role in reporting to donors and supporting evidence-based decision-making.

  1. Support proposals and project agreements with expertise and thought leadership to establish adequate M&E
  2. Contribute to knowledge sharing and lesson learning of best practices
  3. Monitor the quality, reliability and relevance of data collected to ascertain the outcome, impact and sustainability of the projects.
  4. Design and analysis of surveys
  5. Develop an MEL plan for the projects
  6. Update the project performance monitoring plan and supervise regular data collection for all projects
  7. Analyze and discuss with senior management findings based on regular monitoring data
  8. Provide technical support on MEL and evidence-based recommendations to the relevant component managers and partners
  9. Support the communication specialist with data for social media postings.
  10. Participate actively in the budgeting process for MEL activities and resource (including staff)
  11. Support in developing the periodical reports to donors.
  12. Develop and periodically revise the Monitoring Evaluation Learning plans for the projects
  13. Develop clear Monitoring and Evaluation procedures and forms / tools for the projects
  14. Develop guidelines for data collection tools, and train RDFL staff on data collection
  15. Develop regular reports including all data gathered to submit to RDFL’s Projects managers
  16. Develop job description for MEL team and lead the screening and hiring process
  17. Ensure protection and confidentiality of data, especially when working with sensitive populations (e.g., GBV survivors).
  18. Supervise MEL team

 

Reports to: President or Country director.

Supervises: MEL Officers, M&E Focal points & PSAs/M&E assistants.

 

Qualifications and Experience:

Essential:

  • Master’s degree in Social Sciences, Development Studies, Statistics or a related field.
  •  Minimum 5 years of experience in MEL roles, with at least 2 years in a managerial role.
  • Experience with both qualitative and quantitative methodologies.
  • Strong skills in data analysis software (e.g., Excel, Kobo, ODK, or similar).
  • Experience in developing and implementing MEL systems in humanitarian or development contexts.
  • Excellent communication and facilitation skills.

 

Desirable:

  • Experience working in GBV & protection programming.
  • Familiarity with donor requirements (e.g. UN, EU, AFD).
