General objective of the job:
The project officer will spend the majority of his time in the field, conducting site assessments, supervising moderate rehabilitation works, and overseeing Cash-for-Rent distributions, while also managing essential office-based tasks such as reporting, planning, and stakeholder coordination. His hands-on engagement will ensure interventions are technically sound, community-driven, and delivered on schedule.
Key Responsibilities:
Field Assessments & Implementation:
- Conduct and lead initial and ongoing shelter needs assessments across target communities.
- Coordinate and supervise the implementation of rehabilitation works.
- Verify that materials, workmanship, and cash delivery adhere to project standards.
Monitoring, Reporting & Office Duties:
- Develop and maintain dynamic tracking tools (Gantt charts, dashboards) to monitor outputs, budgets, and timelines.
- Draft weekly field briefs and comprehensive monthly progress reports for the Project Coordinator.
- Support the project coordinator in updating activity plans, procurement schedules, and risk registers based on field findings.
Quality Assurance & Compliance:
- Ensure strict adherence to organizational policies (safeguarding, financial controls) and guidelines.
Team Support & Capacity Building:
- Mentor field staff on technical protocols, safety measures, and community feedback mechanisms.
Risk Management & Adaptation:
- Identify security, logistical, and environmental risks; design and implement mitigation strategies.
- Adapt implementation plans in real time in response to evolving field conditions and stakeholder feedback in coordination with the project coordinator.
Qualifications & Requirements:
- Bachelor’s degree in Civil Engineering, Architecture, or a related field.
- Minimum 2 years’ experience managing field-based shelter or cash-based interventions in humanitarian settings.
- Strong technical understanding of moderate rehabilitation works and cash-transfer programming.
- Proficient in Excel and mobile data-collection tools.
- Excellent interpersonal skills; fluency in English and Arabic.
- Willingness to work extended periods in challenging field environments.
