Managing Debris in Agricultural Lands

CARE Overview
CARE established its presence in Lebanon in 2006 and has been responding to the Syrian Crisis since late 2012. Among CARE’s key imperatives is putting people it serves first through implementing cutting edge programming in areas it operates. CARE currently carries out activities in Beirut, Mount Lebanon, Akkar, North Lebanon, South Lebanon, and the Beqaa Valley. CARE implements both emergency and development projects contributing to livelihood, food security, protection, gender, shelter, and water, sanitation, and hygiene. It targets the most vulnerable people and populations, both host communities and refugees. Over the course of 7 years, it has supported over than half a million beneficiaries. In Lebanon, CARE’s program strategy for the upcoming years will focus on strengthening and expanding its emergency response and capacity to provide basic assistance services while pursuing development projects in areas of food security and livelihood support, gender, and protection. CARE intends to maintain its presence in all areas of Lebanon. CARE Lebanon has scaled up rapidly over the past few years and today it has about 90 staff members, with more than 15 different local/international partner organizations. 90% of the team is composed of national staff, with a symbolic number of international members. 

Project overview
As part of an agricultural training initiative, our organization is conducting structured training sessions for farmers across various regions in Lebanon. The objective is to improve farming practices and enhance productivity among smallholder farmers. The project will engage 100 groups, each composed of 20 farmers, participating in 10 training sessions per group — totaling 1,000 sessions and reaching 2,000 farmers.

Objective
To develop a 2 session (8 hours) curriculum and one 2-minute video script in Arabic and English Language on debris management for farmers and cooperatives.

 Responsibilities
• Conduct a desk review of existing mine risk education (MRE) materials, national demining protocols, and agricultural rehabilitation practices in post-conflict zones.
• Engage with relevant stakeholders to ensure the curriculum aligns with national standards and community needs.
• Design and develop 2 versions of comprehensive training curriculum (theoretical and practical) including: 
• Introduction to post conflict agriculture debris 
• Risk prevention and behavior change practices
• Safe reporting channels and procedures
• Debris clearing techniques 
• Steps to resume farming activities post-clearance (soil restoration)
• Design training materials (trainer and trainee manuals, visual aids, leaflets)
• Ensure accessibility and inclusivity, considering gender, literacy levels, and vulnerable groups

Deliverable    
Full 2-days (8 hours) curriculum (session guides, activities, resources).    
 One educational video script.    
1 day ToT for trainers.    

Required Qualifications
• Proven experience in curriculum development in humanitarian or agricultural settings
• Background in mine action, risk education, or disaster risk reduction
• Minimum 5 years of experience in relevant field
• Must have experience in not less than 5 years in the Ministry of Agriculture
• Awareness on UXOs, mines, and debris
• Experience working with farming communities and/or post-conflict rural recovery
• Excellent communication skills in Arabic and English

Reporting
The Consultant will report directly to CARE’s Senior Project Officer and provide monthly updates on implementation progress and tool performance.

Budget and Payment Terms
To be detailed in the agreement. Payment will be based on deliverables and successful completion of each phase.
