TEAM PURPOSE: Oxfam in Lebanon works at local, national, and international levels to improve the protection of civilian population in situation of insecurity and displacement. The protection assistant will contribute to Oxfam’s overall efforts to bring about improvements to the safety of civilian populations in Lebanon, as well as local and national change in the protection framework.
JOB PURPOSE: The Outreach, Training, and Development Officer is responsible for leading and coordinating outreach efforts and training delivery under the project. This includes conducting initial and ongoing engagement with key stakeholders in South Lebanon, such as local and international NGOs, community-based organizations, local authorities, educational institutions, Social Development Centers (SDCs), and private sector actors. The Officer will also coordinate the end-to-end delivery of training activities, covering logistical arrangements, procurement needs, and communication with trainers and participants. Additionally, the role involves supporting the beneficiary shortlisting process, facilitating workshops, ensuring timely follow-up on MEAL requirements and business support needs throughout the intervention, and contributing to the visibility and documentation of project activities.
KEY RESPONSIBILITIES
- Lead the outreach process by conducting preliminary and follow-up meetings with key stakeholders in South Lebanon, including local and international NGOs, community-based organizations, municipalities, Social Development Centers (SDCs), educational institutions, and private sector actors, to introduce project objectives and secure their engagement.
- Coordinate the planning and delivery of training activities, ensuring logistical arrangements, procurement of materials, and effective communication with trainers, participants, and service providers.
- Organize and facilitate information sessions, workshops, and awareness events to promote the project’s training and development components and encourage inclusive participation from targeted groups, including women, refugees, and vulnerable microenterprises.
- Support the identification and shortlisting of potential beneficiaries, in close coordination with ILO and partner organizations, ensuring alignment with eligibility criteria and project goals.
- Collaborate with the MEAL team to ensure proper documentation of participant data, monitoring of training outcomes, and follow-up on post-training needs, challenges, and impact.
- Maintain accurate and up-to-date records of outreach and training activities, including participant attendance, training feedback, and logistical documentation, in both hard and soft formats.
- Conduct regular check-ins with MSMEs and trainers to assess ongoing needs, address challenges in real time, and ensure continued engagement throughout the intervention period.
- Ensure proper visibility and communication of the project by collecting success stories, photos, and testimonials during outreach and training events, in line with donor visibility and branding requirements.
- Contribute to the development and refinement of training materials and outreach tools, in collaboration with the ILO, PM, and the technical team, to ensure relevance, quality, and inclusivity.
- Provide input to project planning and reporting, including progress updates, indicator tracking, and donor reporting contributions related to outreach and training activities.
- Ensure that gender, protection, and inclusion principles are mainstreamed throughout outreach and training components, with particular attention to the needs of women, youth, refugees, and people with disabilities.
- Actively participate in coordination meetings, internal planning sessions, and capacity-building initiatives relevant to the role and project scope.
- Support risk identification and mitigation efforts by flagging any community tensions, protection concerns, or access issues that could affect project implementation.
- Maintain close collaboration with project colleagues, including technical, MEAL, and logistics teams, to ensure smooth, timely, and efficient execution of activities.
- Perform any other related tasks as requested by the Project Manager or team lead, in support of successful project delivery.
