Society for Inclusion and Development for Community, and Care for All (SIDC) initiated its work in 1987 (decree 9 / AD) with the aim of improving the social and health situation of the most vulnerable groups and defending their human rights, their right to health, social and mental health services as well as their right to work and live in dignity.
For the past 35 years, SIDC has been involved in providing a comprehensive package of services within and outside its center (through its mobile unit). These services include mental health, reproductive and sexual health, prevention and treatment for HIV and other sexually transmitted infections, drug addiction and related harm reduction services and materials in addition to legal services. Moreover, SIDC was among the first NGOs that integrated a cross-cutting program related to stigma reduction in all of its programs.
Fifteen years ago, SIDC launched an outreach program in Lebanon based on peer approach reaching out to injecting drug users (IDUs), sex workers, LGBTQIA+ and other people at risk to deliver services related to HIV/HBV/HCV/ Syphilis through a mobile unit. SIDC continues to be a pioneer in this area at the national and regional levels. SIDC services and programs reach to adolescents and youth at risk, males and females sex workers, LGBTQIA+, people living with HIV (PLHIV) and People who use Drugs (PWUDs), marginalized girls and women, domestic workers, displaced persons, refugees and prisoners.
In addition, SIDC has been advocating and defending the rights of all of the aforementioned marginalized groups through documentation of violations at various levels, providing access to reliable information, relevant skills, and adequate services and enabling these groups to increase their capacity to claim their rights.
ContextSIDC (Lebanon) is seeking to hire HR consultant to work two days’ per week.
Duration of Assignmnent
This position is for a duration of one-year renewable based on performance and funding.
Purpose of the Human Resource Officer Position and Key responsabilities:
The Human Resources Officer will be responsible for overseeing all human resources functions including recruitment, onboarding, performance management, capacity building, staff welfare, and ensuring compliance with national labor laws and internal policies. The position plays a key role in fostering a positive organizational culture and ensuring HR policies and practices are aligned with the NGO’s values and strategic goals.
Key Responsabilties
A. Recruitment and Onboarding
- Coordinate recruitment processes: job posting, shortlisting, interviews, reference checks.
- Prepare employment contracts and ensure proper documentation for all staff.
- Organize orientation and onboarding processes for new hires.
B. HR Administration
- Maintain up-to-date HR records and personnel files.
- Ensure accurate and timely tracking of leave, attendance, and other HR metrics.
- Prepare monthly HR reports and updates for management.
C. Policy Development and Compliance
- Review and update HR policies and procedures in line with national labor laws and NGO standards.
- Ensure all staff are informed of and comply with HR policies and code of conduct and other policies (PSEA, AAP, Fraud, Whisleblow…)
- Monitor and advise on legal or regulatory HR developments.
D. Staff Development and Well-being
- Identify training and capacity-building needs and coordinate training sessions.
- Support staff performance evaluation process and professional development plans.
- Promote staff well-being and workplace safety, and respond to grievances in a confidential and professional manner.
E. HR Support to Management
- Provide strategic input to organizational planning from an HR perspective.
- Support the leadership in change management processes and team dynamics.
- Participate in strategic HR reviews and organizational development initiatives.
- Support in the organization and implementation of the annual staff retreat.
- Coordinate with SIDC management in order to apply HR policy
- Protect the interest and the image of the SIDC by ensuring compliance with its internal regulations.
- Bachelor’s degree in Human Resources, Business Administration, or related field. A Master’s degree is an asset.
- Minimum 3–5 years of experience in human resources management, preferably in the NGO or development sector.
- Knowledge of national labor laws and HR best practices.
- Strong interpersonal, organizational, and communication skills.
- Proficiency in Microsoft Office.
