Oxfam GB is seeking a qualified Experienced professional who has advanced academic background in Psychology, Psychiatry or Psychotherapy or related degree. to design and deliver a psychosocial support package tailored to the needs of staff, with a focus on emotional resilience, trauma-informed care, and stress management.

Oxfam staff in Lebanon continue to operate under exceptionally demanding and often distressing conditions. The compounded impact of multiple, overlapping crises has taken a profound toll on staff well-being. These include the steady collapse of Lebanon’s economic and political systems, prolonged and restrictive COVID-19 lockdowns, and the devastating Beirut Port explosion in August 2020. Staff have also faced repeated internal restructuring processes and consistently high workloads, particularly in relation to the protracted Syria refugee response. The impact of abrupt funding cuts has been especially acute, often resulting in reduced staffing and resources while core responsibilities persist—placing even greater pressure on Oxfam’ personnel. Most recently, the war on Lebanon has introduced yet another layer of operational and emotional strain. These sustained pressures have significantly affected staff morale and mental health, underscoring the urgency of reinforcing support mechanisms to help teams cope and continue delivering critical work in such an overwhelming environment.
Key Deliverables include:
- Group Stress Debriefing Sessions: A series of group stress debriefing sessions will be conducted across Beirut, Tripoli, and Zahle to provide staff with a safe and confidential space to process the emotional impacts of their work and share coping strategies. These sessions will be trauma-informed and sensitive to issues of war exposure and burnout. To ensure meaningful participation and create a space where all staff feel comfortable sharing, sessions will be conducted in small groups of 10 to 12 participants. As such, the initial plan of two sessions per location will be expanded based on team size, with more than 6 sessions expected overall to adequately accommodate all staff members.
- Individual Counselling: Provide access to individual counselling services (including trauma therapies) on a needs basis (up to 50 sessions in total)
- Stress Management and Resilience Training: Interactive training to equip staff with practical tools and techniques for managing stress, preventing burnout, and strengthening personal resilience in high-pressure environments.
- Remote/Online Access Options: Ensure availability of virtual sessions for staff who may be unable to attend in person due to safety constraints, workload, or location.
- Summary Report to Management: A short, anonymized report highlighting key psychosocial risk factors observed, emerging staff needs, and recommended organizational responses to enhance workplace wellbeing.

If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.
The company/ individual(s) should have the following competencies:- Licensed and qualified professional who has advanced academic background in Psychology, Psychiatry or Psychotherapy or related degree.
- At least 5years of Professional experience in the related field.
- Experience with NGO, preferably in the humanitarian context.
- Very good English and Arabic language skills required.
- Training/certification to provide psychological counselling is required.
- Additional training/certification in stress management, traumatic stress, change management, conflict resolution is considered an asset.
