Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
Under the direct supervision of the Field Manager and WASH Supervisor, the WASH & Shelter Field Officer is responsible for executing daily field activities aligned with project objectives. This includes ensuring timely and high-quality delivery of tasks, maintaining operational efficiency, and adhering to organizational standards.
Objective 1: To ensure timely and quality implementation of WASH/Shelter activities
- To actively engage in the beneficiary selection process under the guidance of the WASH supervisor and or Field Manager.
- To provide support to the WASH supervisor for the design of the WASH/Shelter Activities.
- Visit the Internally Displaced Persons (IDPs) and affected people in the targeted locations to deliver assistance through different modalities
- Assess the IDPs for the provision of Cash Assistance and collect the necessary means of verification as needed.
- To conduct WASH@Shelter activities in the field under the guidance of the Supervisor (input, distribution, trainings, set up, maintenance, monitoring, reporting, etc.).
- To conduct household visits, focus group discussions and key informant interviews upon the request of Supervisor and/or Field Manager.
- Daily follow up on the cash for shelter activities with the supervisor and the municipality focal point.
- To provide verbal and written reports on the activities to the WASH Supervisor and/or Field Manager as and when needed.
- Provide daily oversight of response modality service delivery directly at the field level, ensuring correct compliance with means of verification and reporting.
- Communicate and coordinate with communities, municipality focal points, and other relevant field level actors on the daily implementation of tasks.
- Work with other Action Against Hunger team members to provide accurate and timely assistance to identify participants in the programme.
Objective 2: Quality monitoring of the activities, needs analysis and adapting approaches, accountability (20%)
- Ensure that the activities and approaches are consistent and relevant to reach programme objectives, and report to the technical manager any deviation.
- Identify deviations and needs not covered and proposed adaptations to programme activities.
- Ensure proper quality monitoring of the interventions, including collaboration with MEAL Department.
- Identify good practices and those that need improvement propose suggestions to adapt the program tools accordingly.
- Monitor and track all field activities and deliveries, ensuring compliance and control is provided.
Objective 3: Reporting and archiving (10%)
- Submit weekly and monthly reports.
- Ensure proper, accurate and timely archiving of all the means of verification of the project and other technical project documentation (soft and hard copies).
- Ensure proper documentation of challenges, lessons learned and best practices.
- Ensure proper reporting and usage of digital platforms including kobo, activity info, ERNA, ECOSIMA, etc.
Objective 4: Coordination and referral monitoring (10%)
- Assist in the maintenance of regular liaison, collaboration and coordination with other actors at the field level and with (WASH/Shelter/ FSL/Nutrition and BA) departments internally .
- Support in the maintenance and functioning of a proper coordination and referral system with ACF departments and organizations/entities working in the area (referral mechanism…).
- Ensure proper communication of the hotline and feedback mechanisms.
- Ensure proper coordination with collective shelters focal points including proper implementation and monitoring of site management activities.
Objective 5: Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security. management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan.
Objective 6: Support humanitarian activities of Action Against Hunger
- Support any other emergency interventions of the organization as per the employee’s abilities.
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
Objective 7: Gender & Safeguarding (cross-cutting)
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
- Knowledge and compliance with safeguarding policy.
- Promote gender equality within the humanitarian and/or development work.
Key activities in your role will include
- Capacity to prioritize tasks and objectives to meet competing deadlines and targets covering a broad cross-section of humanitarian assistance.
- Excellent interpersonal communication skills and excellent ability to utilize these for direct community empowerment with vulnerable and at-risk population groups.
- Capacity to manage stress, identify solutions and define responses to challenges, and to communicate effectively with supervisors and enumerators.
- Excellent in organization and planning
Do you meet the profile required criteria?
- Bachelor’s degree in Disaster Risk Management, Environmental Science, Civil Engineering, WASH, or a related field.
- Solid understanding of WASH/Shelter programming, with the ability to manage multiple objectives simultaneously and work effectively with vulnerable communities.
- Experience in WASH/Shelter programs and Labor Intensive Activities/Cash-for-Work is desirable.
- Prior experience of 1–2 years in a related field, preferably within the humanitarian sector.
- Strong teamwork, stress management, and time prioritization skills. Excellent interpersonal communication and the ability to work independently.
- Fluent in Arabic, with fluency in written and spoken English.
- Proficient in Microsoft Word, Excel, Outlook, and smartphone usage.
- Position is national & based in Tripoli.
