Review and Design of Organisational Structure, Operational Framework and Financial Procedures

Assi Development Association, is a Lebanese non profit organization operating in North Bekaa and based in Hermel, working in community development and environment protection. As Assi Development Association grows, it needs a clear organizational structure and operational systems that support efficiency, accountability and compliance. The association seeks a consultant to develop: 1. A fit for purpose organizational structure (organogram, reporting lines, and functional descriptions). 2. An operational framework covering programmed management, HR and administration. 3. A financial operations module, including procedures for budgeting, accounting, procurement and internal control. 4. Terms of Reference (TORs) for key staff and governance bodies. Scope of Work The consultant will: • Analyse current operations, workflows and staffing. • Propose an organizational structure that reflects strategic priorities and scalable functions. • Draft an operational manual detailing decision making process, internal policies, HR procedures and standard operating procedures. • Develop a financial procedure manual consistent with Lebanese regulations and donor requirements. • Draft TORs for staff, board members and any committees. • Present the framework to staff and provide basic training on implementing the new procedures. • Develop financial operational module including approvals, payments, audit, etc. Deliverables and Timeline • Diagnostic report and draft organogram (within 2 weeks). • Draft operational and financial manuals with TORs (within 5 weeks). • Finalized manuals and organogram incorporating feedback, plus an orientation session (within 6 weeks). • Final report summarizing the work and recommendations. Desired Profile • At least 7 years’ experience in organizational development, HR and financial management within NGOs. • Demonstrated ability to design organizational structures and develop policies for small or medium sized non-profits. • Familiarity with Lebanese labor law and donor compliance standards. • Strong facilitation skills and fluency in Arabic and English.
