Job description:
Under DG-ECHO funds, through a Cash for Lebanon's Emergencies And Recovery approach, the project aims to alleviate the socio-economic vulnerability of vulnerable Lebanese households affected by the multiple crises in Lebanon, through the delivery of cash assistance and a more-informed understanding of Lebanon’s context and needs, with a focus on underserved areas. The intervention will leverage the flexibility of cash programming to address the needs of different population groups using multi-purpose cash assistance (MPCA). And in anticipation of sudden-onset emergencies, the programme will activate the Crisis Modifier and launch a rapid emergency response to address the immediate needs of communities affected by armed conflict, epidemics, or natural disasters in its areas of operation.
Within this framework, WeWorld seeks to recruit a Project Coordinator to implement the 8-month project. He/She will play a key role in the day-to-day management and coordination of project activities. Under the direct supervision of the Project Manager, the Coordinator will support the manager to oversee the operational implementation of the cash assistance and emergency response components, supervise Project Officers, and ensure the project is delivered in line with WeWorld’s standards, donor requirements, and humanitarian principles. The thematic focus of the position is Humanitarian Response, Cash Assistance, Basic Assistance, and Emergency Response.
Coordination, Implementation and Monitoring:
- Support the Project Manager (PM) in the planning, setup, and implementation of project activities, including coordination with local authorities, partners, and other relevant stakeholders.
- Assist the PM in leading the planning, coordination, and execution of Multi-Purpose Cash Assistance (MPCA) and Crisis Modifier activities across project locations.
- Supervise and provide guidance to the Project Officers in the implementation of field-level activities and conduct regular field visits.
- Ensure that all activities are carried out in accordance with the project workplan, donor requirements, and relevant Standard Operating Procedures (SOPs).
- Facilitate the setup and smooth execution of cash disbursement mechanisms, including market assessments and engagement with service providers.
- Contribute to the development of tools and materials necessary for project implementation and monitoring.
- Support the coordination with Logistics and Finance departments for the management of goods and service providers in line with activity implementation needs.
- Assist the PM in tracking project progress, adherence to the workplan, budget follow-up, and preparation of reports.
- Lead the activation and coordination of the Crisis Modifier mechanism in response to sudden-onset emergencies.
- Coordinate with local authorities, humanitarian actors, and internal teams to conduct rapid needs assessments, beneficiary identification, and emergency distributions.
- Monitor emergency interventions and ensure operational flexibility to respond to evolving needs and contexts.
Supervision and Team Management
- Directly supervise Project Officers and provide them with technical support and performance feedback.
- Facilitate regular team meetings to review implementation progress, identify challenges, and agree on corrective actions.
- Support the capacity-building of field teams through training and mentoring, particularly on CVA tools, Accountability to Affected Populations (AAP), and crisis response procedures.
- Foster a positive team environment and promote a culture of collaboration, accountability, and continuous learning.
- Conduct regular appraisals and Staff follow-up in line with WW-GVC HR procedures and guidelines.
Compliance and Accountability
- Ensure strict adherence to internal SOPs, donor regulations, and protection principles in all aspects of cash assistance and emergency response implementation.
- Support the integration of AAP/PSEA principles across the project, including the implementation of Feedback, Complaint, and Response Mechanisms (FCRM).
Communication and Reporting:
- Contribute to the development of internal and donor reports, including activity updates, lessons learned, and beneficiary feedback.
- Ensure comprehensive documentation of project activities, including data collection and proper archiving of supporting documents.
- Review field reports submitted by Project Officers and compile consolidated inputs for the Project Manager.
- Promptly report to the Project Manager any challenge hindering the implementation of the activities.
- Support the PM in drafting donor reports, visibility content, and external communication materials.
- Ensure full compliance with donors' and partners’ visibility requirements across all communication materials and activities.
- Collaborate with the MEAL team to monitor and assess project implementation progress and suggest corrective measures to the PM when needed.
- Facilitate the collection of media materials and contribute to the production and dissemination of communication and visibility tools.
Other tasks:
- Any other tasks assigned by the Project Manager and relevant to the position and competencies of the Project Officer.
ESSENTIAL REQUIREMENTS:
Qualifications and Knowledge:
- A university degree or equivalent in the field of Social Science, Economics, Engineering, Project Management, or similar
- Fluent in written and spoken English and Arabic
Professional experience:
- Minimum 5 years of experience in humanitarian programming, including 3 years in CVA and emergency response.
- Proven experience in project coordination and team supervision.
- Solid understanding of project cycle management, field monitoring, and beneficiary engagement.
- Familiarity with donor-funded projects, especially DG-ECHO.
- Experience and knowledge of project cycle and project monitoring tools;
- Previous working experience in CVA, Emergency and Crises Management projects in rural and conservative contexts, and in-depth understanding of local social and political contexts, especially in Akkar region;
- Previous work experience with international NGOs.
