Cybersecurity Legal expert Consultant

  1. Request:
    Justice Without Frontiers is seeking the services of a qualified Consultant with expertise in cybersecurity law, policy, or strategy to develop a comprehensive legal and/or strategic framework on cybersecurity and bullying in Lebanon. The consultant will carry out this task through a structured methodology that includes a desk review, key informant interviews (KIIs), and focus group discussions (FGDs). The findings and proposed recommendations will be presented and discussed in a stakeholder roundtable to ensure validation and alignment with local needs.
  2. Scope of work and deliverables

    The Consultant will be responsible for:
  • Conducting a desk review of existing legal texts, national strategies, regulations, and relevant international standards concerning cybersecurity and digital rights.
  • Mapping key stakeholders involved in cybersecurity governance in Lebanon, including public institutions, private sector, and civil society.
  • Designing and conducting key informant interviews (KIIs) with government officials, legal experts, cybersecurity professionals, and civil society representatives.
  • Organizing and facilitating focus group discussions (FGDs) with relevant groups, such as legal practitioners, journalists, youth, activists, or vulnerable communities affected by cybersecurity risks.
  • Analyzing collected data to identify legal and strategic gaps, overlaps, and opportunities for policy improvement.
  • Drafting a law and/or strategic framework that cover one of the findings
  • Presenting the draft findings in a stakeholder roundtable to solicit feedback and finalize recommendations.

3. Skills and Experience required:

  • Advanced degree in Law, Public Policy, Cybersecurity, Human Rights, or a related field
  • At least 5 years of experience in legal or policy research, strategic planning, or digital rights
  • Proven experience conducting qualitative research including KIIs and FGDs
  • Familiarity with the Lebanese legal and institutional context related to technology and cybersecurity
  • Excellent analytical, writing, and facilitation skills
  • Experience working with NGOs or international organizations is an asset
