Consultant – Curriculum Development on UNSCR 1325 for ISF Members

Justice without Frontiers (JWF), a dynamic active local non-governmental juristic organization founded in Beirut in 2005, is deeply committed to championing human rights, justice, democracy, peace, and the rule of law. Over the last decade, JWF's impactful work has addressed crucial initiatives, from addressing Sexual and Gender-Based Violence (S/GBV) to empowering women's access to justice, advocating for marginalized individuals, combating human trafficking, and more.

 

  1. Request:

Justice Without Frontiers (JWF) seeks the services of a qualified consultant to design a comprehensive, context-specific training curriculum on UNSCR 1325 for ISF members. The curriculum will enhance ISF understanding of gender-responsive security, women’s rights in conflict and peacebuilding, and integration of gender perspectives in their work.

The consultant will conduct an intensive desk review and research of international standards, regional and national frameworks, and best practices, alongside relevant local data, to inform curriculum development.


 

  1. Scope of work and deliverables

The Consultant will:

  • Conduct an intensive desk review of UNSCR 1325, related UN resolutions, Lebanese laws, policies, and existing training materials relevant to gender and security sector reform.
  • Research best practices on gender-responsive security sector training targeting security forces or similar forces globally and regionally.
  • Assess existing gaps and needs in knowledge and practice among ISF personnel related to gender, protection, and peacebuilding.
  • Develop a detailed curriculum tailored for security forces members that includes:
    • Learning objectives aligned with UNSCR 1325 and Lebanese context
    • Module outlines and session plans (including timing, methodologies, and materials)
    • Facilitator guides and participant materials (handouts, case studies, exercises)
    • Evaluation tools to assess trainee understanding and engagement
  • Present a draft curriculum to JWF for review and incorporate feedback of both Justice Without Frontiers and related security forces
  • Deliver a final comprehensive curriculum package ready for implementation.

 

  1. Skills and Experience required:

 

  • Advanced degree in Gender Studies, Peace and Conflict Studies, Law, Social Sciences, or related fields.
  • Minimum 5 years’ experience in curriculum design and training development, preferably in security sector reform, gender, or peacebuilding.
  • Proven knowledge of UNSCR 1325 and related international human rights frameworks.
  • Experience working with security forces, police, or law enforcement agencies preferred.
  • Strong research, writing, and curriculum design skills.
  • Familiarity with the Lebanese context and security sector an asset.
