SUMMARY OF THE SIMPLIFIED EARLY ACTION PROTOCOL
The IFRC Disaster Response Emergency Fund (DREF) has allocated CHF 220,000 for the implementation anticipatory actions to reduce and mitigate the impact of (Floods) in (Yemen). This simplified Early Action Protocol includes an allocation of CHF 90,662 to preposition stock and undertake annual readiness activities in order to implement early actions, if and when the trigger is reached. The early actions to be conducted have been pre-agreed with the National Society and are described in the simplified Early Action Protocol [Appeals | IFRC].
This report summarizes the annual readiness and prepositioning activities done in the reporting period covering from 23rd July 2024 till 31st Dec 2024.
Below is a summary of key achievements focusing only on the key results against the planned activities under this sEAP. Further details are provided under each sector/strategic priority and enablers.
Summary of Key achievements
• Finalized lists and specifications for cleaning kits, emergency shelter kits, first aid kits, stretchers, and megaphones in coordination with relevant stakeholders.
• Initiated procurement processes for 250 emergency shelter kits, first aid kits, stretchers, 6 cleaning tools/kits, and early warning devices/megaphones.
• Carried out orientation sessions on anticipatory action and sEAP activities for YRCS HQ and Hajjah branch staff, with over 20 participants engaged.
• Delivered a 6-day training for 30 members from community committees, camp management, and civil defense on disaster preparedness and basic first aid.
• Conducted CVA training for 10 YRCS staff/volunteers (5 male, 5 female) covering tools, registration, distribution, and key messaging.
• Identified and oriented Financial Service Providers (FSPs) for cash distribution; full briefing conducted on processes, ethics, and data protection.
• Reviewed and agreed on selection criteria for CVA and emergency shelter assistance.
• Initiated initial beneficiary identification and registration processes.
• Reviewed IEC materials and key messages which will be further finalized.
• PDM tools for cash activities finalized; shelter PDM tools to follow.
• Planned simulation exercise and training of the second community committee during 2025.
In addition to this, YRCS have finalized and signed an MOU with Civil aviation and metrology authority (CAMA) and Civil defense to enhance further collaboration on disaster preparedness, response and early warning, early actions/anticipatory actions.
