Expression of Interest Tender nb.83495780 - EOI for construction of Jbeil infrastructure, WAMA Project 16.2090.5-003.00

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is currently implementing its project Enhancing Water Resource Management" (WAMA) in Lebanon. As part of this project GIZ intends to award a contract for Contracting Construction Works for Demonstration of Non-Revenue Water Management in the Jbeil District Coastal area in Lebanon. The scope of work includes:

1. Reducing the NRW and improving the level of service through the implementation of DMAs and district metering.

2. Enlarging the covered area, with 24/7 gravity fed water, to include new zones along with the already covered zone up to the maximum extent possible.

The designed work could be summarized by supply + installation of 13 additional pipes (DI+ HDPE) of around 5.5 km total length.

The proposed works include excavation, bedding, laying of pipes, backfilling, road reinstatement, with all the hydraulic accessories and valves needed for the construction of their corresponding 15 required monitoring and control chambers.

Tender procedure from invitation to tender until signing of contract is expected to take place between September & October . Construction work is expected to be performed and completed approximately within six months from signing of contract taking into consideration that one third of the works needed to be completed before 1st of November 2025 and the other two thirds to be implemented before end of March 2026.

The goal of this EOI is to create a short-list containing up to five (5) most qualified engineering contractor firms. All interested legally registered Lebanese Contractor firms which qualify for consideration in the selection procedure, are required to submit the following information and documents for an eligibility assessment.

To qualify for consideration in the tender procedure, interested companies are required to submit the following information and documents for eligibility assessment:

1. Official letter expressing interest
2. Company details including full company name, full address, phone and email
3. Copy of company registration certificate
4. Copy of valid, engineering association registration
5. Company profile including number of employees (permanent / temporary in total) and number of professional staff qualified to perform the works, each for the last three (3) years
6. References of works of similar nature as specified above (performed within the last three (3) years)
7. Total value of works of similar nature as specified above (for each of the last three (3) years)
8. Annual total turnover for each of the last three (3) years
9. Evidence of ownership of equipment and machinery necessary to execute the works or evidence of possibility to hire the same
