Tender Notice – Supply of Retail Fuel (Green Diesel & Gasoline 95)

Association Des Jeunes Islamique (ADJI) invites all eligible and qualified suppliers to participate in the tendering process for the establishment of a framework contract for the supply of retail fuels, including Green Diesel and Benzene 95, as well as fuel card transaction facilities for the purchase of fuels.

This framework will cover ADJI’s operations and vehicle fleet in Halba and Beirut for a period of three (3) years, starting from 1 September 2025.

Closing Date and Submission

Deadline for submission: No later than 28 August 2025 at 12:00 PM (Beirut local time).

Evaluation Criteria

Tenders will be evaluated on the following basis:

Unit cost per 20L tank, benchmarked against the official Ministry of Energy and Water (MoEW) predetermined cost.
yearly fuel consuption around: 200,000 Liter 

Quality of fuel supplied (compliance with standards).

Supplier’s experience and track record in fuel provision.

Administrative and technical compliance with tender requirements.

Only tenders meeting administrative and technical requirements will qualify for financial evaluation.

Timetable for Provision

The framework agreement will commence on 1 September 2025 and remain valid until 31 August 2028.

Language of Offers

All tenders must be submitted in English or Arabic.

Validity of Offers

All bids must remain valid for at least 30 days from the date of submission.

Currency

All offers should be quoted in US Dollars (USD).

Content of Tenders

Responses may be submitted by retail fuel suppliers or by suppliers capable of providing fuel card solutions accepted at their retail outlets. Upon selection, ADJI’s vehicles will be able to purchase contracted fuels through this arrangement.

Opening of Tenders

Tenders will be opened on 2 September 2025 in the presence of the procurement committee.

ADJI guarantees that all procurement activities will be fully and transparently documented for internal and donor audit purposes. Confidentiality of the procurement process will be ensured at all times.
