About the Consultancy: To enable a sustainable, national-level response to child labour (CL) in Lebanon, PIL is leading on the implementation of a project focusing on strengthening national institutions—including key ministries—through targeted capacity building and support for the adoption and implementation of gender-responsive policies, frameworks, and national plans. Despite previous efforts in system strengthening and policy development, Lebanon still lacks a fully functional CL protection system and a robust multi-sectoral coordination mechanism. Addressing these gaps, the project aims to enhance cross-sector collaboration, improve coordination and knowledge exchange, and scale up effective interventions by supporting government bodies such as the Ministry of Labour (MoL), Ministry of Social Affairs (MoSA), Ministry of Education and Higher Education (MEHE), Ministry of Interior (MoI), and Ministry of Justice (MoJ).

Technical:
Demonstration of the consultants’ understanding of the terms of reference. This will be included as an interpretation of the consultant’s understanding of the requirements of this assignment rather than a summary or re-statement of the Terms of Reference;
Curriculum vitae summarizing the experience of the consultant in the related fields, and cover letter to express his/er interest in the consultancy, and how do they see the relevancy to it, based on their experience.
