1. Background
Tamadun is a Lebanese non-profit organization established in 2017. It coordinates and networks with local associations and international organizations to meet real needs and strengthen vulnerable communities through basic assistance, protection, education, health, and livelihood sectors, maintaining the basic principles of humanitarianism, neutrality, impartiality, and independence.
Currently, Tamadun Association is implementing "Crafts, Arts and Sports Entrepreneurship Support (CASES) – Lebanese Cases Project in Saida office, a new initiative targeting South and Mount Lebanon, within the Middle East Field Support Services Project / Cowater International, and funded by the Government of Canada, as a response to the urgent needs of entrepreneurs, including youth, women and persons with disabilities, during the current difficult living, economic and security conditions of conflict, displacement and loss, to maintain their ability to sustain, enhance innovation, inclusiveness and sustainable livelihood opportunities, by supporting their small and start-up businesses in the crafts, arts and sports sectors.
2. Objective:
Tamadun Association is seeking supplier(s) to submit quotation(s) to procure and supply tools and equipment for 58 entrepreneurs engaged in the fields of arts, crafts, sports, and other related sectors. This initiative aims to strengthen their business capacities, enhance productivity, and ensure sustainability of their entrepreneurial activities.
Following a comprehensive assessment, the required tools and equipment have been consolidated into 15 categories to streamline procurement and ensure clarity. An RFQ has been developed for each category as outlined below:

3. Instructions for Bidders
Suppliers may submit quotations for one or more categories. Quotations must fully cover the specified items within the selected category. Partial quotations within a category will not be accepted.
a. Technical Compliance:
All items must meet the specifications detailed and in each category RFQ (Attached). Equivalent alternatives may be proposed but must be clearly identified and supported with technical documentation.
b. Quotation Validity:
All quotations must remain valid for a minimum of 30 days from the submission deadline.
c. Submission Package
Each quotation must include:
- A completed RFQ Form (per category) - stamped and signed.
- A copy of the Ministry of Finance (MOF) registration number.
- The supplier company/firm legal representative/owner’s ID.
- Warranty, service, and after-sales support information (if applicable).
d. Evaluation Criteria
Tamadun will award purchase order(s) to the supplier(s) whose offer has been determined to be substantially responsive to the documents of the Request for Quotation and which has obtained the highest overall score. The evaluation method will be the quality- and cost-based selection. Quotations will be ranked according to the combined technical and financial scores using the weights of 20% for the technical proposal and 80% for the offered price.
Prior to the bid's expiration date, Tamadun will inform only the successful supplier(s) that the offer has been accepted.
e. Delivery Location
The primary delivery location is the Tamadun Association office in Saida, South Lebanon. In specific cases, and depending on the nature of the items, delivery may be made directly to individual entrepreneurs, in coordination with the supplier and Tamadun Association.
f. Pricing and Payment Terms:
- Prices must be quoted in USD, inclusive of all applicable taxes, customs duties, delivery, and handling costs.
- Payments will be made through bank cheques or cash bank letters.
- Payment will be made 100% upon delivery and installation of goods at designated sites, within 15 days from receipt and acceptance of related invoices, GRNs, and documentation.
- The cheque amount will be subject to applicable bank fees.
All quotations must be submitted no later than September 16, 2025 to: procurement@tamadun.org. include the title “Your Company Name - Quotation for Arts, Crafts and Sports Tools and Equipment” in the e-mail subject
Late or incomplete submissions will not be considered.
