Consultant in Emergency preparedness and management

Areas of Responsibility:

General objective of the job:

AND seeks the support of a qualified consultant to conduct qualitative research and develop a practical Guidance Note for Municipalities on Emergency Preparedness, with specific attention to localisation of aid along with aid efficiency and transparency.

Job Responsibilities:

• Conduct qualitative research to assess existing municipal practices, challenges, and opportunities in emergency preparedness and aid management.
• Identify lessons learned, best practices, and gaps in relation to aid efficiency and transparency during crises.
• Develop a practical Guidance Note for Municipalities to strengthen their emergency preparedness and crisis management mechanisms in accordance with the guidance provided by the DRR unit in Akkar.
• Conduct desk review of relevant policies, frameworks, and case studies on municipal emergency preparedness.
• Participate in workshop design and implementation
• Carry out qualitative field research (interviews, focus groups, key informant discussions) with municipal officials, community leaders, and other stakeholders.
• Map existing preparedness measures and accountability mechanisms.
• Draft a clear and practical Guidance Note tailored to municipalities, covering:

1. Risk identification and preparedness planning.
2. Aid management protocols ensuring efficiency and transparency.
3. Coordination mechanisms with local actors, civil society, and central authorities.
4. Community engagement and communication strategies during crises.

• Integrate case examples, checklists, and practical tools that municipalities can easily adapt.

Deliverables

• Inception Report with methodology, research tools, and work plan.
• Qualitative Research Report summarizing findings, challenges, and good practices.
• Draft Guidance Note for Municipalities on emergency preparedness (with focus on aid efficiency and transparency).
• Final Guidance Note incorporating feedback from stakeholders.

Position Requirements and Qualifications:

• Advanced degree in Disaster Risk Management, Public Administration, Humanitarian Studies, or related field.
• Proven experience in crisis preparedness, governance, and humanitarian aid management.
• Strong track record in qualitative research and policy/guidance development.
• Experience working with municipalities or local governance structures is an asset.

Reporting

Consultant in emergency preparedness and management shall report to the project manager.
