Consultant in Emergency preparedness and management

General objective of the job:

AND seeks to recruit an Emergency Preparedness & Management Consultant to work with local CSOs and municipalities, support in the review of the latest emergency response efforts, and provide actionable recommendations for improved preparedness, efficiency, and transparency.

Job Responsibilities:

The overall objective of this consultancy is to strengthen local emergency/crisis preparedness and emergency management capacity within municipalities local and national actors including CBOs, with close coordination with the DRR unit in Akkar. Specifically, the consultant will:

  • Review and analyze the most recent emergency response(s) over the past year, identifying gaps, challenges, and lessons learned.
  • Work closely with local CSOs and municipalities to strengthen emergency preparedness and crisis management practices, with a focus on localization, efficiency and transparency in aid delivery.
  • Provide practical recommendations to improve future responses at the local level.
  • Conduct a desk review of reports, evaluations, and documentation of the latest emergency response in Akkar.
  • Assess, in a participatory approach, the effectiveness, coordination, efficiency, and transparency of response efforts led by CSOs and municipalities.
  • Identify key gaps, bottlenecks, and challenges encountered in the response.
  • Hold consultations (focus group discussions, interviews, workshops) with CSOs, municipal actors, and affected communities.
  • Collect qualitative evidence on challenges and good practices in preparedness and response.
  • Facilitate dialogue on strengthening preparedness, accountability, and coordination mechanisms.
  • Provide concrete, actionable recommendations to improve emergency preparedness and response, emphasizing efficiency and transparency in aid delivery.
  • Develop a practical framework or set of guidelines for CSOs and municipalities to strengthen preparedness and response systems.

Deliverables

  • Inception Report including methodology, tools, and work plan.
  • Emergency Response Review Report on the latest emergency in the past year, highlighting gaps, challenges, and lessons learned.
  • CSO & Municipality Consultation Summary documenting outcomes of stakeholders discussions and perspectives.
  • Final Report with clear recommendations for strengthening preparedness, aid efficiency, and transparency at local level.
  • Practical Guidance Note for CSOs/municipalities on improving emergency preparedness and response.

Position Requirements and Qualifications:

  • Advanced degree in Disaster Risk Management, Humanitarian Affairs, Public Policy, or related field.
  • Minimum 3 years of professional experience in emergency/crisis preparedness, humanitarian response, and/or governance.
  • Proven experience in conducting response reviews, gap analyses, and evaluations.
  • Demonstrated ability to engage with CSOs, municipalities, and community-level stakeholders.
  • Strong analytical, facilitation, and report-writing skills.
  • Familiarity with Akkar region context is a strong asset.

Reporting

Consultant in crisis preparedness and management shall report to the project manager.
