SKOUN is a Lebanese, non-profit, non-governmental organization and one of the first outpatient facilities that provide accessible treatment, education, and protection for all people who use drugs while maintaining its values regarding inclusion, accessibility, integrity, and dignity.
For 20 years, SKOUN has been caring for the most vulnerable populations in Lebanon and strives to ensure drug use and addiction are treated as primary health issues.
SKOUN aims to support the development of a community-based substance use and mental health system in line with the National Mental Health Strategy and model of care, tackling gender barriers in service access and gender biases in service provision through offering quality and gender-sensitive services to women, men, boys, girls, and gender non-conforming individuals living in Lebanon, particularly the most vulnerable groups and people at risk.
Project Summary:
The project “Expanding Access to Justice and Support Services for Vulnerable Individuals Affected by GBV and Substance Use in Lebanon” aims to address the intersectional barriers to accessing justice and specialized services faced by women and gender-diverse individuals who use drugs and belong to marginalized communities. This will be achieved by strengthening the capacity of community actors and service providers, raising awareness of survivor rights through information dissemination, and providing specialized mental health support and testing services for women at the intersection of GBV and substance use.
Job Summary:
The legal consultant will be responsible for developing user-friendly IEC materials that outline the rights of women survivors of gender-based violence (GBV) in Lebanon, with particular attention to the intersecting vulnerabilities of LBQT women, refugees, migrants, women engaged in sex work, and women who use drugs. Building on these materials, the consultant will design a comprehensive one-day training module for community leaders and will deliver four training sessions to strengthen their knowledge and capacity to support survivors.
Tasks & Duties:
- Draft a booklet detailing the rights of GBV survivors in accessing justice, with emphasis on marginalized groups of women.
- Revise content based on feedback from the Project Coordinator.
- Develop a comprehensive one-day training module for community leaders.
- Deliver four training sessions to community leaders using the developed module.

Qualifications
- Master’s Degree in Lebanese Law
- Previous experience working on GBV preferable
