Consultant: Haretna Community Enterprise Component: Waste Management Service

Funded by AFD – the French Development Agency and DANIDA – the Denmark’s development cooperation, HARETNA project is developed and implemented by NRC (Norwegian Refugee Council),  in partnership with COSV, TEC (Tripoli Entrepreneurs Club), and RDFL (The Lebanese Women Democratic Gathering). The project aims to promote economic recovery in three urban neighborhoods in Lebanon and to reduce gender inequalities through strengthening social cohesion, imporving access to essential services, protecting human rights, and improving livelihoods. The project utilizes a community-driven neighborhood approach that empowers citizens to present their own solutions and suggestions for the urban recovery of their neighborhood

A major component of the project, led by COSV and partners, seeks to improve environmental health and overall quality of life in three neighborhoods through sustainable waste management practices. A key component of the project is the identification and strengthening of community-based enterprises that will deliver waste collection and awareness services. To ensure effective implementation, dedicated coaching support is required to guide these enterprises, monitor their progress, and enhance their performance, while also fostering active collaboration with the Neighborhood Action Group (NAG) to maximize community engagement and ownership.

Objectives of the Consultancy

The primary objective of this consultancy is to support the identification of suitable service providers and develop legally sound contracts to implement waste management activities in three targeted areas in Lebanon (Mina, Beirut and Saida).

Scope of Work

The consultant shall take care of the following major responsibilities:

  1. Service Provider Mapping and Identification
  • Understand the type of waste management activities needed in each of the three areas and what is expected from the companies within the scope of the waste management component of the project. This includes providing opinions on how to tackle the activities in the most efficient way.
  • Conduct a rapid market assessment to identify at least 9 potential service providers per area (total of 27 minimum) capable of implementing waste management and recycling activities.
  • Provide a detailed list of potential service providers, including profiles, capabilities, previous experience, and contact information.
  • Assess and short list service providers based on agreed selection criteria with COSV.
  1. Contract Development
  • Draft three tailored service contracts per area (total of 9 contracts) for the selected service providers.
  • Each contract should reflect the specific scope of services to be implemented in each area.
  • Ensure that the contracts comply with Lebanese law and donor requirements (where applicable).
  • Include clear deliverables, performance indicators, timelines, payment terms, and reporting obligations in each contract.
  1. Coordination and Updates
  • Work closely with the COSV project manager to incorporate project-specific updates and requirements.
  • Participate in meetings (virtual or in-person) as needed to finalize the service provider selection and contract content.

 

Qualifications and Experience

The consultant must:

  • Hold a master’s degree in business administration, Economics, or any related field .
  • Have a minimum of 5 years of experience dealing with private sector companies in different sectors including waste management, education and awareness, or related fields.
  • Proven network with registered private sector companies across Lebanon.
  • Proven experience in drafting service contracts and working with local service providers in Lebanon.
  • Familiarity with Lebanese contracting and procurement regulations.
  • Strong communication and analytical skills.
  • Fluency in English and Arabic.
