Site Manager ( 1 in NBC)

This position is subject to the availability of funds. Employment and continuation in the role are conditional upon final agreement and confirmation from the donor (UNICEF).

NISCVT  has a zero tolerance policy with regard to Sexual Exploitation and Abuse.  Protection from Sexual Exploitation and Abuse (PSEA) is the responsibility of everyone. Background

The NISCVT is a humanitarian NGO working with the Palestinian communities in Lebanon in development, emergency response and relief through various projects and services addressing the needs of the community.  In partnership with UNICEF  the NISCVT is rolling out a large-scale distribution of Family Hygiene Kits across all Palestinian families in Lebanon (North)each partner operating three centralized distribution sites per area, each partner will designate NFI distribution staff  per each site. In this framework, the NISCVT is seeking to recruit Registration Clerks to support NFIs distribution operations

 

Objective of the position:

The purpose of the post is to assist in, and support NISCVT NFIs distribution operations, data management, streaming and reporting on operations implemented by the distribution teams in designated distribution sites and other relevant operations managed by  NISCVT in the frame of the program.

 

Key tasks and responsibilities:

The Site Manager will work under the supervision of [designated Project Supervisor] to whom he/she will report, and act in liaison with project supervisor and implementing site teams].

Provide support and day to day management of staff and operations in NFI distribution sites

Ensure that distributions are delivered adhering to best practices, do no harm guiding principles, safety, respect, and non-discrimination guidelines

Ensure distribution site teams are aware of UNICEF/ NGO related standard operating procedures SOPs and accountability to affected people (AAP).

Lead daily site operations and supervise clerks, volunteers, and Cash for work designated distribution laborers

Ensure that crowd management designated laborers are according to guidelines.

Ensure that site arrangements facilitate beneficiary flow and according to guidelines.

Ensure that complaints desk is functional and according to guidelines. Documentation of issues and corrective actions.

Ensure designated clerks performing proper verification of beneficiary lists and signatures according to guidelines.

Coordinate with logistics teams for stock reception and distribution.

Conduct individual and group meetings as required and under the guidance of Project Supervisor with the designated distribution site teams

Report daily activities and challenges to the Project Supervisor.

Ensure visibility and communication materials are deployed at sites.

Participating in training offered by NISCVT and UNICEF/donor

Frequent travel from-to distribution sites as required

Provide Daily distribution log sheets and beneficiary records.

Provide Weekly Site-level reports.

 

Safeguarding

Abiding by the NISCVT Code of Conduct and PSEA Policy is mandatory

Reporting any incident or act and any risk identified that causes any harm to beneficiary or to others in the distribution site through reporting and feedback channels assigned by the UNICEF/donor is mandatory.  

 

Qualification & Job Requirements:

Bachelor’s degree or Technical Diploma in Management, Logistics, Public Health, or related field.

Minimum 3 years in humanitarian or logistics operations, with at least 1 year managing site operations and teams. Managing large-scale distributions and supervising teams is a strong asset.

Related training and professional and personal skills development are preferential priorities, particularly in constructive team leadership skills, ability to work under pressure within community based setting.

Strong focus on prevention and mitigation priorities, with swift response to needs

Other Personal qualifications

Familiarity with basic principles of field operations and managing field teams.

Aptitude for high frequency mobility, communication, coordination and negotiations and trouble shooting.  

Knowledge of required operational needs, tools and equipment

Flexible and responsive to program challenges, with willingness to take on additional tasks as needed.

Ability to manage documentation, communication and reporting in English is a must

Applicants who have previously worked or are currently working in similar positions living in, or adjacent to camps and gatherings will be prioritized

Duty station:

Centralized distribution sites where the NFI kits will be distributed to Palestinian refugees living in and outside camps and gatherings in Lebanon, as designated by the [ NGO]. Applicants may be assigned to different sites within the same geographical operational area as required. There are 5 geographical Areas across Lebanon where distribution sites will be located:

North Lebanon Area
