Financial Sustainability Consultant for Emergency Medical Services (EMS) at the Lebanese Red Cross (LRC)

In the face of Lebanon’s multiple crises — including economic collapse, refugee influx, and conflict — the Ministry of Foreign Affairs (MFA) of Denmark and the Danish Red Cross (DRC) are supporting Labenese Red Cross (LRC) to seek innovative, sustainable, cost recovery, and scalable financial solutions to strengthen its EMS operations and long-term resilience. 
As such, LRC is seeking a qualified consultant to lead on the exploration and testing of financial sustainability approaches that can open up new and sustainable funding, income or revenue streams to support Emergency Medical Services (EMS) operations across Lebanon.

How to Apply

Interested consultants should submit:

  • Detailed CV 
  • Technical proposal (max 3 pages) outlining approach and methodology, highlighting previous experience with the same
  • Financial proposal (per phase and deliverable) including all costs associated with the consultancy; proposals should include specific working days required to complete each deliverable within the given timeframe, and daily rate expected.
  • Confirmation of availability to start work in November 2025 and continue until end of Q1 2026; consultant may indicate availability to take on the potential Phase 2 of the consultancy, if requested.
