1. Background
The Lebanese Association for Democratic Elections (LADE), with the support of the European Union, launched the "Lebanon Electoral Reform Initiative 2026" in June 2025. The initiative aims to promote key electoral reforms through advocacy, stakeholder engagement, and public outreach.
As part of this initiative, LADE developed the "الإصلاح مش وجهة نظر" campaign, which seeks to raise awareness and mobilize support for transparent, fair, and credible electoral processes in Lebanon.
A detailed media strategy has been prepared for the campaign. LADE is now seeking to contract a qualified media firm to manage the implementation of this strategy, ensuring effective delivery of campaign content across multiple platforms and audiences.
2. Purpose of the Assignment
The purpose of this assignment is to implement a comprehensive media and awareness campaign for the "الإصلاح مش وجهة نظر" campaign, including media production, content dissemination, partnerships, and audience engagement, in order to achieve maximum visibility, influence, and impact.
3. Scope of Work
The media firm will be responsible for:
a. Content Production
- Develop and produce high-quality campaign materials in line with the strategy:
- TV Advertisements (3–6 spots: 1 general + 1 per reform priority).
- Podcast Series (bi-weekly, with visuals, infographics, and short reels).
- Short Videos/Reels for TikTok, Instagram, YouTube Shorts.
- Highlight Videos (1 per podcast episode).
- Infographics and visual packages for social media.
- Radio Spots and/or collaborations with talk shows.
b. Media Partnerships & Placement
- Secure airtime for TVCs, podcasts, and radio programs.
- Manage partnerships with at least: one national TV station (e.g., LBCI) and two radio stations.
- Digital platforms.
- Influencers and content creators.
- Ensure wide distribution across platforms.
c. Audience Engagement
- Tailor content for Gen Z, Millennials, and Gen X (e.g., TikTok challenges, Instagram carousels, Facebook posts, LinkedIn articles, WhatsApp updates).
- Facilitate interactive engagement (Q&As, live sessions, influencer collaborations).
d. Campaign Rollout & Amplification
- Implement the campaign in phases: preparation, launch, amplification, pressure phase.
- Ensure consistency with campaign branding and messaging ("الإصلاح مش وجهة نظر").
e. Monitoring & Reporting
- Track media placements, audience reach, and engagement metrics.
- Provide monthly performance reports with analysis and recommendations.
- Submit a final evaluation report summarizing achievements, challenges, and lessons learned.
4. Deliverables
The firm will deliver:
- Content Packages: TVCs, podcasts, reels, infographics, radio spots, and related materials.
- Partnership Agreements: secured airtime and collaborations with media outlets and influencers.
- Monthly Reports: on media dissemination, coverage, audience engagement, and impact.
- Final Campaign Report: documenting results, reach, and recommendations.
5. Duration of Assignment
The assignment will be implemented over a period of 9 months, starting from September 2025.
6. Qualifications
The media firm should demonstrate:
- At least 10 years of experience in media production and campaign management in Lebanon.
- Proven track record in multimedia content creation (TV, radio, digital, social media).
- Strong network with Lebanese media outlets, influencers, and platforms.
- Capacity to produce high-quality Arabic content tailored to different generations.
- Experience in advocacy, civic engagement, or public awareness campaigns is an asset.
7. Reporting & Coordination
The firm will work under the supervision of LADE, with technical guidance from LADE’s communication team. Regular coordination meetings will be held (bi-weekly or as required).
