Consultancy: Documentation of Good Practices and Lessons Learned in Working with Persons with Disabilities (PwDs) in Humanitarian Contexts 1. Background The Movement for Peace (MPDL) seeks to document good practices and lessons learned from its work with persons with disabilities (PwDs) in humanitarian settings. Leveraging the extensive experience of MPDL and its partners, this consultancy aims to systematically collect and analyze knowledge to produce actionable insights for current and future programming. The outcome will serve as a knowledge management tool for both internal learning and external sharing. MPDL, in partnership with local organizations in Lebanon, is implementing the project: “Reduced Impact of the Crisis on the Most Vulnerable Refugee and Lebanese Populations.” This project targets refugees and host community members with disabilities, with a special focus on women and girls who are survivors of sexual and gender-based violence (SGBV) in the Beqaa Valley, Lebanon. The intervention’s specific objective is to strengthen resilience and protection mechanisms for these groups, improving their well-being and supporting inclusive humanitarian response. Through this consultancy, MPDL aims to conduct an in-depth analysis of the effectiveness, challenges, and impact of these interventions to inform future practices, strengthen institutional learning, and enhance overall program quality and inclusivity. 2. Partners With funding from the Spanish Agency for International Development Cooperation (AECID), MPDL is implementing the project in collaboration with:  The Lebanese Organization for Studies and Training (LOST)  The Lebanese Union for People with Physical Disabilities (LUPD) Together, these organizations aim to reduce the impact of the ongoing crisis on vulnerable Lebanese and refugee populations with disabilities, particularly survivors of gender-based violence. The project also promotes community-based resilience, inclusive protection, and advocacy for the rights and dignity of PwDs. 3. Objectives The overall goal of this consultancy is to document and analyze the key lessons, good practices, and challenges of the intervention. Specific objectives include: 1. Identify key achievements, challenges, and areas for improvement from project implementation. 2. Collect feedback and insights from project stakeholders, including beneficiaries, staff, and partner organizations. 3. Document good practices and lessons learned to inform future programming and contribute to sustainability. 4. Expected Results  A comprehensive review of implemented activities, including analysis of expectations, outcomes, errors, and results.  Engagement of project teams, beneficiaries, and stakeholders in identifying areas of improvement and success.  Development of an evidence-based knowledge product (e.g., working paper or report) that can inform future programming and be used in workshops and training sessions focused on disability inclusion in Lebanon. 5. Scope of Work The consultant will be responsible for the following tasks: A. Preparation and Planning  Review project documents, reports, and relevant background materials.  Develop a detailed methodology and work plan for the assignment.  Identify and liaise with key stakeholders for interviews, focus groups, and participatory workshops. B. Data Collection  Conduct interviews and focus group discussions with staff, partners, and beneficiaries.  Facilitate participatory workshops to gather in-depth feedback.  Collect and analyze both qualitative and quantitative data related to project implementation and impact. C. Analysis and Synthesis  Identify key themes, successes, challenges, and gaps.  Synthesize findings into clear, evidence-based insights. D. Reporting and Documentation  Produce a Lessons Learned Report including: o Executive summary o Key findings o Recommendations for future programming  Prepare presentation materials for dissemination. E. Dissemination and Feedback  Present findings to project stakeholders.  Incorporate stakeholder feedback into the final report. 6. Deliverables The consultant is expected to submit the following deliverables:  Work plan and methodology document  Data collection tools (interview guides, questionnaires, etc.)  Draft Lessons Learned Report  Final Lessons Learned Report (including recommendations)  Presentation of findings (PowerPoint or similar format) 7. Duration The consultancy will last two months from the agreed start date (to be confirmed upon signing of the contract). 8. Qualifications and Experience The ideal consultant should have:  A Bachelor’s degree or higher in Social Sciences, Development Studies, Disability Studies, or a related field.  Professional certifications in project management (e.g., PMP, PRINCE2) or monitoring and evaluation (e.g., MEAL certification) are a plus.  Strong knowledge of disability rights, inclusion, and accessible development practices.  At least 3–5 years of relevant experience, including conducting evaluations, documenting lessons learned, or similar consultancies.  Demonstrated experience working with PwD communities or inclusive programming.  Experience in facilitating participatory processes and conducting stakeholder consultations.  Strong analytical, writing, and communication skills.  Familiarity with project documentation, monitoring tools, and reporting standards.  Experience working with NGOs, INGOs, or government entities in the disability or humanitarian sectors. 9. Financial Proposal Applicants must submit a financial proposal that includes: a) Clear breakdown of activities and associated costs b) Consistency between the financial and technical proposals c) Cost-efficiency and value for money d) Clear justification and explanation of all budget items
