Innov8 Public Governance

NCEILebanon formally announces a call for papers and presentations for the Innov8 For Public Governance – Entrepreneurship Summit, scheduled on October 10th, 2025, at Beirut Digital District, Beirut.

We invite researchers, entrepreneurs, AI startups, and public governance practitioners to submit original, high-quality papers or presentation proposals that address the application of artificial intelligence, digital innovation, and entrepreneurial solutions to public governance challenges.

Submissions should align with the summit’s themes, including but not limited to:

  • AI technologies for government operations (machine learning, natural language processing, robotic process automation)
  • AI-powered citizen engagement and public service automation
  • Predictive analytics for resource allocation and fraud detection in the public sector
  • Smart city innovations and IoT applications for urban management
  • Public-private partnership models supporting governance innovation
  • Overcoming regulatory and operational barriers in public sector AI adoption
  • Case studies and pilot project results in digital public governance

Review Process: All submissions will undergo a peer review by a panel of AI, entrepreneurship, and public governance experts. Accepted papers will be featured in the summit proceedings and may be considered for further publication.

Selected startups will also have the opportunity to pitch their AI-driven solutions directly to government officials, investors, and innovation experts during the Startup Pitching Forum.

This landmark event marks the official launch of the 961AI Network alongside the inauguration of NCEILebanon AICADEMY, signaling a bold commitment to advancing Lebanon’s AI ecosystem and enhancing public governance through innovative digital solutions.

The 961AI Network initiative is stepping forward to actively support the Ministry of Administrative Reforms in tackling public sector challenges by deploying AI-powered tools and resources. This collaboration aims to accelerate public service transformation by integrating cutting-edge AI technologies such as machine learning, natural language processing, robotic process automation, and predictive analytics designed for governance applications. Services likely to be developed and offered include AI-driven citizen engagement platforms, automated government service request handling, resource allocation optimization, fraud detection systems, and smart city solutions facilitating urban management and social service delivery.

The summit’s comprehensive agenda is structured as follows:

Session 1: Launching 961AI Network – Goals, Mission, and AI Ecosystem for Public Governance

Participants will explore foundational AI concepts and their applications in government operations, including case studies such as Singapore’s AI-powered chatbots that enhance citizen interactions. The session will introduce AI tools tailored for the public sector and discuss how these technologies can address key governance challenges while overcoming barriers to AI adoption.

Session 2: Entrepreneurial Services for Public Authorities and Municipalities

This session will detail how entrepreneurs and startups fill service gaps in governance, focusing on digital platforms that boost citizen participation and AI solutions improving public policy planning. Discussions will cover smart city ecosystems and specialized tech-driven services in healthcare, education, and social welfare.

Session 3: Building Sustainable Public-Private Partnerships

Focusing on collaboration models, this session will outline contract types and emphasize transparency, shared goals, and capacity-building within public agencies to manage innovation projects efficiently. Strategies to scale pilot initiatives and measure social impact will be highlighted.

Session 4: Navigating Entrepreneurial Challenges with the Public Sector

Entrepreneurs will learn about obstacles such as lengthy procurement procedures and regulatory compliance. The session will recommend approaches to build trust through transparency and proof of concepts while sharing insights on the role of intermediaries and innovation accelerators.

Session 5: Municipalities as Epicenters of Innovation

Showcasing municipalities as hubs for innovation, this session will discuss innovation labs, funding mechanisms, and participatory governance models that involve citizens in co-creating public services. The focus will be on strategies to motivate local entrepreneurs and sustain innovation ecosystems.

Session 6: Startup Pitching Forum – Innovations for Public Governance

In a dynamic pitching forum, startups will present solutions addressing public governance challenges before a panel of public officials, investors, and experts. The session will provide critical feedback on startup readiness and align innovations with government priorities.

Through this summit, NCEILebanon and the 961AI Network reaffirm their dedication to fostering a robust AI ecosystem that empowers public governance, stimulates entrepreneurial innovation, and creates sustainable partnerships bridging the public and private sectors.

Submission Guidelines

Format: Papers should be between 3,000 and 5,000 words, formatted in A4 size, double-spaced, using Times New Roman 12 pt font. Presentation proposals should include an abstract (300-500 words), objectives, methodology, findings or solution overview, and expected outcomes.

Technical Details: Submissions must include a clear statement of the technical approach or innovation, data sources or experimental setup (if applicable), and relevance to public governance contexts.

Language: All submissions must be in English.

Deadline: All papers and presentation proposals must be submitted by September 30th, 2025.
