Developmental Action without Borders - Naba’a, is a Lebanese NGO operational since 2001. Registered under the Ministry of Interior (no. 104/AD), Naba’a is dedicated to serving all marginalized communities in Lebanon, especially children, without distinction of nationality, color, race, or religion. This includes communities within camps and gatherings in Lebanon, as well as local Lebanese communities.

2. Objective of the position:

The purpose of the post is to assist in Nabaa’s PSS program offering focused non-specialized and case management services and support to children and families in the frame of the project referred hereafter as the PSS program.

I- The PSS Senior Officer will Carry out the Following Delevirables:

Supervision & Coordination

  • Collaborate closely with the PSS team.
  • Actively participate in team meetings with coordinators and other staff involved in project implementation to discuss challenges, achievements, difficulties, and lessons learned.

Individual Support & Case Management

  • Follow up on children with protection concerns under case management, guided by CPCM SoPs.
  • Create and monitor intervention plans to reduce or eliminate child protection risks.
  • Conduct visits and meetings with stakeholders as part of case management services to prevent abuse, seek durable solutions, and reduce risks.
  • Coordinate and refer cases to child protection services when required, and develop intervention plans accordingly.
  • Provide individual non-specialized PSS support to children facing emotional, behavioral, relational, or protection-related difficulties.
  • Assess and report on serious cases requiring specific interventions, and liaise with the child protection case management focal person for referrals.
  • Contribute to service mapping and regular updates on available allied/complementary services.
  • Act as case file initiator for children in need of focused PSS, conduct assessments, and develop individualized follow-up plans.
  • Conduct individual PSS sessions with clear goals and tasks tailored to each child’s needs.

Collaboration with Animators & Psychologists

  • Attend activity sessions conducted by animators, validate their internal referrals, and assess referred children using standardized case file tools.
  • Coordinate with psychologists for specialized intervention and develop joint intervention plans when needed.
  • Collaborate with psychologists on case discussions and follow-up with external specialized mental health/child development services.
  • Support animators/facilitators in implementing activities, offering recommendations that align with intervention plans.

Group Activities & Awareness

  • Prepare and deliver group activities and awareness sessions for caregivers on parenting support, child protection, child development, and mental health topics.
  • Support facilitators in organizing recreational, sports, and socialization activities for children and youth.
  • Conduct information and awareness sessions with women, girls, and community members on available services and key protection concerns.
  • Assess psychosocial needs of beneficiaries (men, women, children, and families) and make recommendations for suitable activities.

Community Engagement & Safeguarding

  • Conduct home visits when required.
  • Facilitate focus group discussions as part of Accountability to Affected Populations (AAP) and Beneficiary Feedback Mechanisms (BFM).
  • Disseminate information on the Code of Conduct and PSEA Policy.
  • Report any incident or act causing harm to beneficiaries or others.

Capacity Building

  • Contribute to group sessions and capacity building activities for caregivers and animators on PSS, child protection, and MHPSS topics.
  • Support animators in designing and running structured recreational and educational activities.

Documentation & Reporting

  • Maintain accurate and confidential beneficiary files, case records, attendance sheets, and assessment tools.
  • Regularly report on center-based, outreach, and community activities using agreed tools.
  • Provide feedback regarding available services and share with the line manager.
  • Contribute to weekly and monthly center workplans.
  • Prepare and submit activity data and donor reports as required.
  • Ensure compliance with data protection and confidentiality standards.

II- Minimum Qualifications:

1. Education / Training / Certification

  • Bachelor’s degree in psychology, social sciences, or a related field.

2. Experience

  • 1–2 years of experience working with NGOs, with a focus on psychosocial support programs and child protection.
  • Understanding of protection principles, case management and individual-centered approach.
  • Demonstrate understanding of working with children in particularly vulnerable children
  • Candidates must have the appropriate skills and training using proven quality and safety methods which underpins the delivery of a mental health and child protection service

3. Technical Skills

  • Computer literacy in Outlook, MS Word, Excel, and PowerPoint.
  • Demonstrated skills in assessment, evaluation, and technical training.
  • Knowledge of Protection Principles, Case Management, and Survivor-Centered Care.

4. Competencies / Personal Attributes

  • Strong communication skills, with the ability to effectively relay instructions and actively listen to children and caregivers.
  • Positive and professional attitude, detail-oriented, and capable of multitasking.
  • Flexible, self-motivated, and responsive to program challenges.
