HOU2025 39 Case Management Assistant (Hourly)

IOM's protection unit aims to promote and uphold migrants' rights and support migrants and other vulnerable communities to access and exercise their rights. The unit also supports Ministries and Government entities in their roles in promoting and fulfilling migrants' rights. IOM does so both directly and in partnership with other stakeholders, through advocacy and communication, thematic guidance, training and capacity building, convening & dialogues, thematic research, and direct assistance. Specifically, direct assistance includes case management, and protection services as well as assisted voluntary return and reintegration for migrants in vulnerable situations.
Under the overall supervision of Protection Program Manager and the direct supervision of the Protection Assistant, the case management assistant will be responsible for the activitiesmentioned hereafter.

Responsibilities and Accountabilities

1. Assist in the implementation of case management and direct assistance activities within the scope of protection programs in Beqaa and Baalbek El Hermel, particularly in relation to onward movement activities.

2. Conduct household visits and center-based interviews to assess the needs of vulnerable individuals and families.

3. Work with identified vulnerable individuals and families to develop and implement an action plan in accordance with their needs, capacities and goals.

4. Discuss with identified individuals choices and options available, including seeking out alternatives when the services needed are not available, and actively involve them and/or families in decision making that will affect them.

5. Assess risk and support cases and families to understand risks relevant to their situation.

6. Link cases and families with support groups and networks, and other community-based resources, as appropriate.

7. Identify and receive referrals regarding cases and families with specific needs who are detected during registration, psychosocial, outreach and other activities.

8. Provide information to cases and families about their rights and entitlements, including what services are available (including beyond the scope of services provided by IOM).

9. Ensure appropriate monitoring, review and follow-up of the services provided to cases.

10. Ensure complete and updated documentation related to each individual case.

11. Determine when it is appropriate to discontinue following up to cases and families (case closure).

12. Be accountable to individuals, families and communities for the services they provide.

13. Directly provide psychosocial counseling and support the coordination of provision of services by other specialized service providers in accordance with the needs of individuals and families.

14. Manage, file and store data, ensuring the confidentiality of the information collected and the services provided.

15. Prepare and submit weekly and monthly work plans in a timely manner for the Protection Assistant.

16. Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program.

17. Participate in weekly reporting and planning meetings to ensure adherence to standards of care, quality case management and reporting requirements.

18. Contribute to the maintenance of an up-to-date service mapping of the service providers operating in the area and take proactive steps to remain informed about the available services.

19. Conduct other duties requested by supervisor.

Required Qualifications and Experience

Education

Completed bachelor's degree from an accredited academic institution preferably in social work, Law, Political or Social science, international affairs, or related field.

Experience

  • Experience with protection and assistance to vulnerable population.
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance an asset.
  • Working experience with International Organizations or INGO an advantage
  • Have a knowledge of migrant's thematic topics, i.e. trafficking in persons, labour migration, etc, a distinct advantage

Languages

Fluency in English and Arabic is required (oral and written).
