Data Specialist Consultant

Oxfam in Lebanon is undertaking this protection analysis to generate practical, evidence-based recommendations that will strengthen protection advocacy. The analysis will be rooted in the perspectives and lived experiences of affected communities and informed by consultations with a broad range of stakeholders, including duty bearers, community leaders, and community-based structures, to ensure that protection concerns are accurately captured and translated into actionable strategies.

 

To achieve this, Oxfam is seeking a senior Data Specialist (Consultant) to lead the data collection for a Protection Analytical Framework -aligned Protection Analysis and deliver a comprehensive Protection Analysis Report. The consultancy will be conducted in two phases: (1) a desk review of secondary data, and (2) primary data collection through field visits, focus group discussions (FGDs), and key informant interviews (KIIs), culminating in rigorous analysis, triangulation, and concrete recommendations for advocacy and programming.

Interested facilitators should submit their:

  • Detailed CV
  • At least one sample report from previous consultancy assignments of a similar nature
  • A brief technical proposal which includes a suggested methodology
  • A budget, including the rate per day, as well as all the estimated costs including, communication and transportation.
  • Minimum of three references of similar activities implemented, preferably INGO or local NGO experiences.
  • Registration and official government documents, if applicable. Noting that 8.5% will be deducted from the total amount if not registered.
  • Banking details.

Lebanon’s overlapping crises, economic collapse, governance fragility, protracted displacement, and war-related shocks, have heightened protection risks across population groups (Lebanese host communities, refugees, migrants, and IDPs). Shrinking protection space and rising coercion, deprivation, and exploitation necessitate a structured, evidence-based analysis to inform advocacy and programming. This ToR commissions a PAF-aligned protection analysis rooted in community perspectives and stakeholder consultations.

  1. SPECIFICATION OF SERVICES REQUIRED

The Data Specialist Consultant will be responsible for leading the full data pipeline of a PAF-aligned protection analysis in Lebanon, ensuring that both secondary and primary data are systematically collected, analysed, and translated into actionable findings. Under the guidance of Oxfam’s Protection Advisor, the consultant will begin with an inception and desk review phase to map and assess the quality of existing datasets, confirm the scope, geographies, and target groups, and deliver an inception report summarising the agreed methodology and data plan. This will be followed by updating and refining data collection tools, primarily FGDs and KIIs, in collaboration with Oxfam’s Protection Advisor to ensure they address identified gaps and meet ethical and safeguarding standards. The consultant will then conduct primary data collection, including 32 FGDs and a series of 16 KIIs disaggregated by gender, age, disability, and nationality across Oxfam’s areas of intervention, and will also be required to include in the proposal the provision of refreshments for participants during the 32 FGDs. The final phase will involve triangulating and analysing the data, documenting assumptions and limitations, and producing a comprehensive Protection Analysis Report with actionable recommendations for advocacy and programming, validated through a stakeholders’ workshop and accompanied by a cleaned dataset and final deliverables package.

  1. METHODOLOGY

 The consultant will adopt a two-phase approach in line with Oxfam’s Protection Analysis Guidance. Phase 1 will focus on a secondary data review to map existing information, identify gaps, and develop protection risk hypotheses. Phase 2 will involve primary data collection through field visits, 32 focus group discussions (FGDs), and 16 key informant interviews (KIIs), with refreshments provided for the FGDs, followed by triangulation and analysis leading to a comprehensive Protection Analysis Report.

  1. EXPERIENCE OR PROFILE REQUIREMENTS

These project tasks should be led by an individual with:

  • 5+ years in Protection data/analysis with demonstrated protection analysis deliveries (PAF-aligned).
  • Strong understanding of the protection landscape in Lebanon.
  • Strong understanding of the humanitarian structure in Lebanon.
  • Proficiency in data analysis and qualitative coding; strong triangulation skills.
  • Experience planning and conducting Protection FGDs/KIIs and safe field visits in Lebanon or similar contexts.
  • Strong facilitation: ability to run validation workshops and produce visual briefs.
  • Commitment to safeguarding, do-no-harm, informed consent, and data protection
  • Excellent interpersonal, facilitation, and communication skills; ability to work collaboratively with Oxfam staff, partners, and community members.
  • Organizational skills, time management, and ability to manage multiple responsibilities.
  • The data specialist must demonstrate a gender-balanced composition of data collectors in their proposed methodology, to ensure that both women and men can engage safely and openly, while respecting cultural norms and sensitivities in the communities where the Protection analysis will be conducted
